PM directed FBR to build a "scientific method" of tax-potential assessment. That is a policy directive β not a new tax Act.
The article (citing Express Tribune) says FBR will use data matching and AI to find under-reported income and broaden the net. Finance Act 2025 already lets FBR access ISP/telecom user data. Section 165AB in Finance Bill 2026-27 proposes real-time banking data to a Central Data Hub β a Bill proposal is not law.
Key points:
- PM "scientific method" directive: data/AI assessment β not a new levy
- Matching NADRA, land, vehicles, banks, utilities, social media
- Finance Act 2025: ISP/telecom data access is already an Act
- s.165AB (Finance Bill 2026-27) is proposed, not enacted
- Track-and-trace live in sugar, cement, to***co, tiles, fertilizer; 9 more sectors planned by year-end
- Faceless AI admin: first phase 1 Oct 2026, full 2027 (target)
- Rs1.2 trillion extra potential cited β estimate, not cash collected
Why it matters:
If you are informal, retail, real estate, services, or show a lifestyle that does not match the return, expect more matching. A directive and a Bill are not a new tax on every shop.
What you should do:
Keep records and invoices consistent with banks and utilities. Use FBR-compliant digital invoicing. File your return. Do not treat a PM directive or a proposed section as a new rate.
