Pakistanis May Soon Need Eligibility Certificate Before Buying Property, Cars.
The Federal Board of Revenue (FBR) is likely to add a separate ‘Certificate of Eligibility’ tab on IRIS, as per a new tax definition inserted in the Finance Bill 2025, once approved.
The government has proposed an amendment to the Income Tax Ordinance, 2001, in Section 114C which precisely defines who qualifies as an “eligible person” to buy vehicles and property.
What this essentially means is that if the change is approved, every taxpayer will be required to get this certificate before making any purchase.
Surprisingly, despite yet to be approved, the Certificate of Eligibility portal is available on the FBR website. Users are required to enter their CNIC, NTN of the authority they’re buying the vehicle/property from, and the asset’s value. Once submitted users will receive a one-time password (OTP) on their mobile phone to generate the certificate.
As pointed out, for now the proposed amendment has not been approved, but if approved, buyers will be required to present the Certificate of Eligibility before making any purchase of a vehicle or property.
