That sentence is the entire rejection message. No reason. No fix. Just a guess.

And it lands on brands who did everything right.

Correct U.S. entity. EIN. Clean documents. The same setup that has worked on Amazon for years. Then TikTok Shop sends this:

"Due to risk and safety concerns, we are unable to add you as a seller in the United States."

No document named. No field flagged. Just an Appeal button and a guess.

Most TikTok Shop verification failures are not a document problem.
They are an architectural problem.

The document gets rejected. That is the symptom.

The cause sits upstream:

→ Who registered the master Seller Center account
→ What email, phone, device, and IP created it
→ Whether the foreign UBO ever logged in
→ Whether the entity, EIN, and address tell one consistent story

Fix the rejected document.

The account fails the next review.

Rebuild the architecture from day one. The documents work.

This is what most advisors miss when they treat verification as an upload problem.

TikTok Shop flagged a foreign-owned brand that reached out to us about suspicious activity this week.

Here was the message...

"We've noticed suspicious or unusual activity between your shop and others. Additional information is required to verify your account."

What followed:

- Daily orders limited

- Shop visibility reduced

- Fund withdrawal suspended for 60 days

- 5 days to file an Appeal

- A more severe case we've seen: 365-day fund hold. Transactions prohibited. - Account deactivated when re-verification wasn't completed.

The shop had a U.S. Business Representative. That wasn't the problem.

The problem was that no one briefed the Rep on what to do after verification.

The Rep role doesn't end when your shop is approved. It includes:

- Annual identity re-verification (INFORM Act)

- Ongoing control of authentication, banking, and communication actions

- Clear boundaries on what the foreign owner can and cannot do.

- Get those wrong, and the Enforcement notice arrives whether you're ready or not.

Foreign-owned brands on TikTok Shop face two problems.

Most only know about the first one.

The first is verification.

Wrong entity structure, mismatched documents, incorrect business type selection.

We see this every week, and it stops brands before they ever make a sale.

The second is quieter.

And more expensive.

The brands that do get verified, that have the LLC, the EIN, the U.S. Business Representative, the account running, and sales start flowing.

Many of them built a structure that is subject to US tax exposure, but they do not yet know it exists.

Single-member LLC. Disregarded entity. Seemed simple.

Made sense at formation.

Does not make sense once the US inventory enters the picture.
