The Australian Government has launched several relief measures for small businesses affected by the 2026 fuel crisis, including a $1 billion interest-free loan program and targeted tax relief.
Interest-Free Government Loans
As part of the National Fuel Security Plan, the government is providing support through its Economic Resilience Program:
Targeted Support:
Loans are specifically for businesses in critical supply chains, including freight, transport, fuel, and fertiliser producers.
Funding Pool:
A $1 billion pool allocated from the National Reconstruction Fund (NRF) will provide zero-interest loans to help with short-term liquidity.
Loan Terms:
Typical terms are expected to be around seven years, with roughly $500 million available annually over the next two years.
Eligibility:
To qualify, businesses must meet the NRF's criteria of being solely or mainly Australian-based.
ATO "Fuel Response" Tax Relief
The Australian Taxation Office (ATO) has introduced a tailored payment plan for eligible businesses struggling with tax debts due to high fuel costs:
Interest-Free Repayments:
The ATO may remit General Interest Charges (GIC) for businesses that meet their first three months of instalments on a tailored plan.
Flexible Terms:
Plans offer up to 36 months to repay tax debt with no upfront payment required.
PAYG Variations:
Businesses can vary their PAYG instalments if higher fuel costs have significantly reduced their taxable income, improving immediate cash flow.
Eligibility:
Applicants must hold an ABN and demonstrate that their reduced capacity to pay is directly or indirectly linked to higher fuel/transport costs rather than general cash flow issues.
Additional Financial Relief
Fuel Excise Cut:
A 50% reduction in fuel excise (totaling 32 cents per litre including GST relief) is in effect from April 1 to June 30, 2026.
Heavy Vehicle Charge:
The Heavy Vehicle Road User Charge has been cut to zero for the three months ending June 30, 2026, providing further relief for trucking and freight operators.
Energy Bill Rebates:
Eligible small businesses may receive up to $150 in energy bill relief for the 2025–26 financial year.
