As many of my followers know, I have written frequently about the essential unpredictability of the markets. I have referred to them as a complex adaptive system, which roughly means that – unlike the internal combustion engine, for example – their individual parts do not bear an orderly, internally dependent relationship with one another to work.

The U.S. imposed additional 50% tariffs on approximately $20 billion of Canadian goods, from August 22nd. Canada has pledged to retaliate with its own trade measures two weeks from now, and Trump has threatened 50% duties on autos and parts, and steel on January 1st. Is the latest episode another detour within the broader CUSMA review process, or could it result in a permanent shift in the Canada-U.S. trade relationship?

This report sets out what the measures cover, where it sits in the broader CUSMA narrative, and how it could impact the Canadian and U.S. economies as well as markets and investment portfolios.
