Some Canada Revenue Agency systems will be undergoing annual maintenance. As a result, the following service interruptions will occur during the time frames noted below:

The following services are currently unavailable:
- The T1 EFILE, ReFILE and T1134/T1135 web services will be unavailable until 8:30 a.m. on Monday, February 23, 2026 (Eastern Time).
- The T3 EFILE and T1135 T3 web services will be unavailable until 8:30 a.m. on Monday, February 23, 2026 (Eastern Time).
- The Pre-authorized debit web service will be unavailable until 6:00 a.m. on Monday, February 23, 2026 (Eastern Time).

The following services will be unavailable starting February 6, 2026 at 11:00pm:
- The Auto-fill my return service will be unavailable until 6:00 a.m. on Monday, February 9, 2026 (Eastern Time).
- The NOA via Tax Software service will no longer be available.
- The EFILE online service "Transmission History" will be unavailable until 8:30 a.m. on Monday, February 9, 2026 (Eastern Time).
- The Special Elections and Returns web service will be unavailable until 6:00 a.m. on Monday, February 9, 2026 (Eastern Time).

There will be no interruption of service to the following EFILE online services:
- Register for EFILE
- Yearly renewal
- Account maintenance

Weekly Check In: Manitoba’s New PST Rules for Software Subscriptions and Cloud Services – Effective January 1, 2026

Starting January 1, 2026, Manitoba will significantly expand its Retail Sales Tax (RST) rules to include cloud-based services and software subscriptions. This change reflects the province’s effort to modernize its tax system and align with other jurisdictions like British Columbia and Saskatchewan.

What’s Changing?
Under the current rules, RST applies primarily to:
- Packaged or prewritten software delivered to a Manitoba user’s device.
- The right to use such software programs.

Effective January 1, 2026, RST will also apply to:
- Software as a Service (SaaS) – e.g., office suites, CRM tools, design platforms.
- Platform as a Service (PaaS) – cloud-based development environments.
- Infrastructure as a Service (IaaS) – virtual servers, storage, networking, and processing.
- Other cloud services – video game subscriptions, cloud storage, website hosting.

Domain name registration and standalone website design remain exempt if purchased separately from hosting services.

Why the Change?
Previously, if a Manitoba customer accessed software hosted on a server outside the province, RST did not apply. This loophole meant many cloud services escaped taxation. The new rules close that gap by deeming software and cloud services to be delivered in Manitoba if:
- The purchaser is ordinarily situated in Manitoba, or
- The service is purchased for use on a device ordinarily situated in Manitoba (e.g., a phone with a Manitoba area code).

Key Compliance Points for Businesses
1. Registration & Collection
Vendors providing SaaS, PaaS, or IaaS to Manitoba customers must register for RST and collect 7% tax.
2. Proration for Multi-Province Use
If services are used both inside and outside Manitoba, RST can be prorated based on Manitoba usage (e.g., number of users in Manitoba vs. total users).
3. Custom Software Still Exempt
Custom-developed software designed exclusively for one client remains exempt, provided it meets specific criteria outlined in Bulletin RST-033.

What Does This Mean for Your Business?
- Budget for PST on subscriptions: Expect an additional 7% cost on most cloud-based services.
- Understand your business' compliance requirements; determine if you need to charge RST to your customers.
- Communicate with customers: Prepare clients for the added tax on subscriptions and hosting.
- Update billing systems: Ensure invoices reflect RST on taxable services.

Weekly Check In: CRA Goes Paperless: What You Need to Know

The Canada Revenue Agency (CRA) has officially transitioned away from traditional paper mail for most correspondence. As of June 16, 2025, CRA delivers notices, letters, and tax-related communications electronically by default through your CRA My Account or My Business Account portals. Paper mail is no longer used unless you specifically opt out by submitting Form RC681 – Request to Activate Paper Mail.

What You Need to Do

Log in to your CRA account (My Account for individuals or My Business Account for businesses).
Ensure your email address is current and enable email notifications. NOTE: CRA does not send full messages by email—only alerts that new correspondence is available online.
Check your account regularly. Notifications, emails can land in spam folders, so set reminders to log in at set intervals such as biweekly.
Why Timely Responses Matter
CRA correspondence often includes time-sensitive requests, such as:

Notices of assessment or reassessment
Requests for supporting documents
Audit or review letters
Missing deadlines can lead to interest charges, penalties, or losing your right to object to an assessment. In some cases, failing to respond promptly could result in significant financial consequences or delayed refunds.

FAQ: CRA Digital Mail
Q1: Does CRA still send any paper mail?
Only if you opt out of electronic mail by filing Form RC681. Otherwise, electronic delivery is the default.
Q2: Will CRA email me the actual letter or notice?
No. CRA only sends an email notification that new correspondence is available in your CRA account. You must log in to view the details.
Q3: What happens if I ignore CRA messages?

- Automatic Opt-In: All users will be automatically opted in to the new user interface at the same time. This means consistent, simultaneous access to the latest tools.
- Client Notification: Intuit will directly notify all users whether you have your own account or one through Platinum closer to the automatic opt-in date to let them know about the change.
- Availability: QuickBooks on the Intuit Platform and this auto opt-in process will be available across all existing plans. (QuickBooks Ledger is the only exception)
