📢 BREAKING NEWS: Mandatory Payrolling to be phased from April 2027

HM Revenue and Customs (HMRC) has updated its guidance on the introduction of mandatory payrolling of Benefits in Kind (BiKs), confirming a phased approach to implementation.

✅ Phase 1 – From April 2027

Mandatory payrolling will apply to:

✅ Company cars and fuel
✅ Vans and van fuel
✅ Private medical insurance and other employer-provided medical benefits

These are believed to account for around 92% of all benefits currently provided by UK employers.

✅ Phase 2 – From April 2028

Mandatory payrolling will then be extended to most remaining Benefits in Kind, including benefits that would traditionally have been reported on a P11D.

⏳ Still Excluded

The following benefits will not become mandatory from April 2028 and will move at a later date:

⏳ Beneficial loans
⏳ Living accommodation

These can be payrolled voluntarily from April 2027, but a mandatory date has not yet been confirmed by HMRC.

What does this mean for employers?

📌 P11Ds are gradually being phased out
📌 Payroll teams will need access to benefit information throughout the year, not just at year end
📌 Employees will pay tax on benefits in real time rather than through tax code adjustments in later years
📌 Payroll software providers will need to support additional reporting requirements

For payroll professionals, HR teams and employers, now is the time to start reviewing benefit processes ahead of the 2027 implementation date.
