54% of taxpayers ‘frustrated’ with HMRC phone service - are you one of them?

‘Unclear’ information on HMRC website pushes taxpayers onto ‘hard to navigate’ phonelines, while one in three taxpayers still only communicate by letter.

There is still widespread ‘frustration and uncertainty’ experienced by taxpayers when dealing with HMRC, with complaints about the complexity of online guidance and issues when calling phone lines, saying some problems appeared to be resolved on the phones only to resurface later, requiring more calls.

The annual independent HMRC perceptions survey of nearly 3,000 taxpayers found that only 46% of respondents only use online services, while a staggering 33% only communicate with HMRC by letter.

Phone systems were still one of the biggest problems for taxpayers generally.

Respondents still find ‘HMRC’s telephone system hard to navigate’. It was made worse by the long list of options, with the report stating: ‘Automated menus often did not offer appropriate options, making it difficult to reach the right service or speak to an advisor. This caused frustration and uncertainty.’

Taxpayers were asked for their opinions, with one stating: ‘The problem is you have to press one for this, two for this, and three if you had eggs for breakfast, but you never get the option that you need…I was only about 3 or 4 hours [in total] on the phone waiting for someone.’

Another taxpayer stressed the importance of phones, saying: ‘Being able to speak to someone and get the answers that you need. I think that’s the key point for me when it comes to tax because it is so personal, like just being able to talk to someone about your circumstances.’

The HMRC website and online services like digital tax accounts and the app were used by 46% of taxpayers, while 12% used both online and phone calls. Only 4% used only telephone to interact with HMRC.

The high use of letters still indicates some way to go for HMRC to achieve its digital by default goal for all tax services.

The survey of 2,755 taxpayers conducted by Verian Group last autumn indicated that 65% did not find it easy with to deal with HMRC as only 35% said it was easy to deal with them. Would you agree?

We have been working with the Welsh farming community since the firm's inception in 1897. We are very passionate about the agricultural sector both professionally and personally, with many partners and staff having benefited greatly from being past or present members of Wales YFC. Supporting the future generation of farmers is extremely important to all the team.

The Royal Welsh Show is the highlight of the year for many YFC members. The event is packed full of competitions such as shearing, dancing, stock judging and flower arranging. The dance competition that Ashmole & Co are sponsoring will take place on the main YFC stage on Tuesday, 21 July, from 1pm.

Welsh farming businesses can now access affordable, long-term finance to invest in sustainability and productivity through a new £5 million pilot scheme 🚜🚜

The Sustainable Agriculture Loan Scheme (SALS) will offer fixed-rate loans at 3% interest, repayable over up to 15 years. Eligible farm businesses in Wales can borrow between £25,001 and £1 million to fund improvements in energy efficiency, renewable energy generation, waste management, land and buildings, and new equipment.

The one-year pilot scheme delivered by the Development Bank of Wales will test market demand and is designed around the practical realities facing Welsh farms, including rising input and energy costs and the need to invest in long-term resilience.

To be eligible, businesses must undertake agricultural or ancillary activities on agricultural land in Wales and either farm at least three hectares of eligible land or demonstrate more than 550 standard labour hours annually. Seasonal repayment options are also being considered to reflect agricultural cashflow patterns.

Tax Codes and why you should check yours ...

Some 5.6 million PAYE taxpayers overpaid HMRC last year! Overall, this meant that HMRC was overpaid by £3.5 billion, according to the freedom of information request that prompted the disclosure.

How does it happen? Overpayment often arises because the tax code is wrong. What’s more, once tax has been overpaid, it’s all too easy for it to stay in HMRC’s coffers. Data from HMRC shows that over 730,000 tax refunds went unclaimed last year, with the average refund worth £855. The solution is to make checking your tax code routine.

It’s not always appreciated that it is the taxpayer’s responsibility – not the employer’s, or HMRC’s - to make sure the code is right. Note that as part of the 2026/27 annual coding notice process, HMRC is removing employment expenses of over £120; and Gift Aid higher rate relief from tax codes where it believes these may no longer be appropriate.

A claim to HMRC to correct the position may be submitted if a taxpayer considers that they are still entitled to such relief. Due a refund? HMRC no longer issues end of year tax refunds automatically for most PAYE taxpayers. A text or letter, explaining that a refund is due, should be received instead. It is then necessary actually to claim the refund, and HMRC advises that the quickest way to do this is via the HMRC app. In the PAYE section of the app, a green ‘Claim your refund’ button will show if HMRC thinks you are due a refund. It will also show the amount due. Tap this to claim the refund, which will be paid directly into your bank account.

With the final deadline to register for Making Tax Digital for Income Tax looming, over 110,000 unrepresented landlords and self employed have not signed up.

Analysis of HMRC figures by the Low Incomes Tax Reform Group (LITRG) suggests that just over half of the 216,000 unrepresented taxpayers who have to take part in Making Tax Digital (MTD) from April 2026 have still not registered.

Based on HMRC’s reports on the latest MTD registration levels, 69% of sign-ups to date have been ’agent-led’, in other words have been processed through accountants and tax advisers. This leaves 111,840 unrepresented landlords and self employed still to register, LITRG said.

The first quarterly filing date is Friday 7 August for taxpayers falling under the new MTD for Income Tax rules which capture individuals with qualifying income over £50,000. MTD means they will have to submit quarterly reports on their earnings and expenses digitally, either using software or bridging software. In addition, they will also have to file an annual self assessment tax return every year.

LITRG believes that of the 216,000 unrepresented taxpayers HMRC expect to be in scope for this year, over half have not signed up for MTD with just over a month to go until the system goes live with the first critical deadline.

HMRC has quietly updated its technical guidance confirming its plans to delay most of the elements of mandatory real-time payrolling for benefits in kind, except for cars and medical insurance.

HMRC has confirmed mandatory real-time reporting of income tax and Class 1A National Insurance contributions (NICs) for certain benefits in kind (BiKs) and taxable expenses will now be phased in from 6 April 2027, rather than rolled out in a single start date as originally planned.

Essentially phase one will only cover motoring expenses and medical benefits. HMRC has removed 94 categories from the initial rollout, signalling a major watering down of the original blanket plan affecting nearly all benefits in kind.
