⚠️ Received the FAST-DS 2026 Foreign Assets Advisory?
The Income Tax Department is sending taxpayers voluntary-compliance advisories where its information may indicate overseas financial interests such as foreign bank accounts, shares, investments or property.
📅 FAST-DS deadline: 31 December 2026
But receiving the advisory does not automatically mean you must file Form 1 or pay ₹1 lakh/60%.
FAST-DS broadly distinguishes between:
🔴 Undisclosed foreign assets/income within ₹1 crore — effective 60% outgo.
🟢 Specified foreign assets whose source was tax-paid/qualifying NRI income but reporting was missed within ₹5 crore — flat ₹1 lakh fee.
Before deciding, check:
✅ Foreign Assets Information in AIS
✅ Residential status
✅ Source of investment
✅ Earlier ITR and Schedule FA
✅ Foreign income and tax paid
✅ Correct valuation
✅ FAST-DS eligibility
Foreign bank-account valuation can also be very different from the closing balance.

🏠 Forgot to claim Section 54F exemption in your Income Tax Return?
That omission may not necessarily end the claim.
The ITAT Hyderabad has held that a taxpayer may raise an additional claim under Section 54F at the appellate stage even when it was not claimed in the ITR or before the Assessing Officer.
The Tribunal clarified that the Supreme Court ruling in Goetze (India) Ltd. restricts the Assessing Officer—but does not restrict the appellate jurisdiction of the ITAT.
⚖️ Important: The Tribunal did not automatically grant the exemption. The matter was sent back to the AO to verify whether the taxpayer actually satisfied all Section 54F conditions.
The ruling can be particularly useful in cases involving:
✔️ Long-term capital gains
✔️ Property transactions
✔️ Residential-house investment
✔️ NRI capital gains
✔️ Omitted deduction/exemption claims
✔️ Income-tax appeals

📢 Professional Update for CAs

Outstanding Audit Fees: Can the Audit Report Still Be Signed?

A continuing auditor is not automatically prohibited from signing merely because previous-year professional fees remain unpaid.

However, significant overdue fees can create a self-interest threat to independence.

The position is materially different for an incoming auditor where the predecessor's undisputed statutory audit fees remain outstanding.

Also important: DigiCA UDIN now captures information regarding the previous auditor, communication and outstanding audit fees for applicable audits.

⚖️ Can the Income Tax Department ask you to prove that you have NOT filed an appeal?
The Delhi High Court has given an important ruling on Section 270AA immunity.
The Court held that an assessee cannot reasonably be asked to furnish “negative evidence” proving that no appeal has been filed.
A declaration can be obtained instead—and importantly, Form 68 itself contained the relevant declaration.
The Court also found that the assessee had filed its reply, but the AO rejected the application without considering it.
➡️ Rejection order set aside.
➡️ Matter sent back to AO for fresh consideration.

Bank Strike Deferred : Big Relief as Banks Remain Open from 28–30 September 2026
Updated: 28 September 2026
The proposed bank strike from 28 to 30 September 2026 has been deferred after late-night discussions between the Indian Banks’ Association (IBA) and the United Forum of Bank Unions (UFBU).
The development is a major update for bank customers, businesses, pensioners, NRIs and professionals who were concerned about disruption of banking services during the three-day nationwide strike.
The Bank Strike September 2026 was scheduled to begin on Monday, 28 September and continue until Wednesday, 30 September 2026. Following the IBA-UFBU meeting on the night of 27 September, however, UFBU decided to defer the proposed agitation and strike action.
Government broadcaster Akashvani has also confirmed on 28 September that the proposed three-day nationwide bank strike has been deferred following an agreement with the IBA. Akashvani News

Bank Strike Latest News: What Happened on 27 September?
According to the UFBU communication, representatives of the IBA and UFBU met at approximately 9:30 PM on 27 September 2026.
Following deliberations, the parties arrived at an understanding on the major issues behind the proposed strike.
The immediate result is clear:
The proposed three-day nationwide bank strike scheduled for 28, 29 and 30 September 2026 has been deferred.
This means customers who were preparing for three days of disruption can expect banking operations to continue, subject to normal branch timings and operational conditions.

Are Banks Open Today, 28 September 2026?
Yes. Banks are expected to operate normally on Monday, 28 September 2026 following deferment of the strike.
The proposed strike is no longer taking place on its originally announced dates of 28–30 September 2026.
This is particularly important because the strike period would have coincided with the half-yearly closing of banks on 30 September.
The Ministry of Finance had earlier highlighted that disruption during this period could affect customers, businesses, government transactions and international banking operations.
You can read the official Government communication here:
Ministry of Finance – Appeal for Uninterrupted Banking Services
The Government had stated that the proposed three-day strike, together with the preceding weekend, could effectively disrupt physical banking services for several consecutive days. Press Information Bureau

Bank Strike Cancelled or Deferred? Know the Difference
One of the most searched questions following the latest development is likely to be:
“Is the bank strike cancelled?”
Technically, “deferred” is the more accurate description.
The UFBU communication states that the proposed agitation programmes and strike actions have been deferred following the understanding reached with the IBA.
Therefore:
Bank Strike 28 September 2026: Deferred
Bank Strike 29 September 2026: Deferred
Bank Strike 30 September 2026: Deferred
Five-day banking approved: Not yet
All Saturdays declared bank holidays: Not yet
The distinction is important because the issues behind the strike have not all reached final resolution.

Why Was the Bank Strike Called?
The nationwide bank strike was linked primarily to issues concerning bank employees and officers, particularly the demand for a five-day banking week.
The Ministry of Finance had earlier identified two principal demands:
implementation of five-day banking; and
withdrawal of the Performance Linked Incentive (PLI) scheme.
The Government stated on 21 September 2026 that it had decided to keep the PLI scheme in abeyance following discussions, while the remaining demand relating to the working week continued to be examined. Press Information Bureau
At present, the second and fourth Saturdays are bank holidays. The demand under discussion concerns declaring the remaining Saturdays as holidays as well.

Five Day Banking Week in India: What Has Now Been Decided?
This is perhaps the most important issue after deferment of the strike.
The latest IBA-UFBU understanding does not mean that five-day banking has been implemented.
Instead, a high-level committee comprising representatives of the IBA and UFBU is proposed to be constituted immediately.
The committee is expected to examine the question of declaring the remaining Saturdays as holidays, explore alternatives, consult stakeholders and attempt to work out an acceptable solution.
Accordingly:
All Saturdays Have NOT Become Bank Holidays
Customers should not interpret the strike deferment as approval of a five-day banking week.
For now, the existing Saturday banking arrangements continue unless and until an official change is notified by the competent authority.
The Government's 21 September release itself records that second and fourth Saturdays have been public holidays for Public Sector Banks since 2015, while the remaining Saturdays continue to provide banking access to customers. Press Information Bureau

What Happens to the PLI Scheme?
Another issue raised by bank unions concerns the Performance Linked Incentive Scheme, particularly in relation to Scale IV and above officers.
Under the latest understanding, discussions may proceed with the IBA regarding modifications that could be proposed to the Government to address observations raised by unions and associations.
Separately, the Ministry of Finance had already stated that the Government had decided to keep the PLI scheme in abeyance following discussions with the unions. Press Information Bureau

What About Other Pending Issues?
The UFBU communication also refers to residual matters contained in the minutes dated 8 March 2024.
These issues are proposed to be discussed between the parties with a view to achieving an expeditious resolution.
The latest development should therefore be viewed as a return to negotiations rather than industrial action, rather than a final settlement of every pending matter.

What Does the Bank Strike Deferment Mean for Customers?
For customers, the immediate impact is positive: the anticipated three-day interruption associated with the proposed strike should not occur.
Normal banking services are expected to continue from 28 September 2026.
Customers may therefore proceed with regular requirements such as cheque deposits and clearing, cash transactions, branch documentation, loan-related work, business banking, tax payments and other banking transactions.
Digital banking channels such as UPI, internet banking, mobile banking, NEFT and RTGS also continue according to their applicable operating arrangements.

Important for Businesses and NRIs
The update is particularly relevant for businesses and NRIs dealing with time-sensitive banking transactions around the September half-year closing.
Businesses making overseas payments should ensure that the relevant TDS, DTAA and foreign-remittance compliance is completed before approaching the authorised dealer bank.
For applicable overseas payments, taxpayers can refer to our detailed guide on Form 145 and Form 146 filing for foreign remittance.
NRIs remitting funds from India—including eligible NRO balances and property-related proceeds—may also need tax documentation and CA certification depending upon the nature of the remittance. Our detailed Form 145, Form 146 and Form 41 foreign remittance guide explains the current compliance framework.

Will There Be Another Bank Strike?
At this stage, the important confirmed development is that the 28–30 September 2026 bank strike has been deferred.
The underlying matters are to proceed through discussions between the IBA and UFBU.
Therefore, customers should rely on subsequent official announcements rather than messages circulating on WhatsApp or social media regarding any future bank strike dates.

Frequently Asked Questions
Is the bank strike cancelled for 28 September 2026?
The proposed nationwide bank strike scheduled for 28–30 September 2026 has been deferred following discussions between the IBA and UFBU. “Deferred” is more accurate than describing it as permanently cancelled.
Are banks open on 28 September 2026?
Yes. With the proposed strike deferred, normal banking operations are expected on 28 September 2026, subject to normal branch operations.
Are banks open on 29 and 30 September 2026?
The strike proposed for 28, 29 and 30 September has been deferred, so the strike itself should not prevent normal banking operations on those dates.
Has the five-day banking week been approved?
No. A high-level IBA-UFBU committee is proposed to examine the issue of declaring the remaining Saturdays as holidays. Five-day banking has not become effective merely because the strike has been deferred.
Are all Saturdays now bank holidays?
No. The existing arrangements continue unless officially changed. Second and fourth Saturdays are already holidays for applicable banks; the demand concerning the remaining Saturdays continues to be considered. Press Information Bureau

Conclusion: Bank Strike Deferred, but Five-Day Banking Decision Still Pending
The immediate uncertainty surrounding the Bank Strike September 2026 has ended.
The nationwide bank strike proposed for 28–30 September 2026 has been deferred following late-night discussions between the Indian Banks’ Association and United Forum of Bank Unions.
For customers, this means normal banking operations are expected to continue.
However, the larger question of a five-day banking week in India remains unresolved. A high-level committee is proposed to examine the remaining-Saturday holiday demand and consult relevant stakeholders.
Therefore, the two developments should not be confused:
The bank strike has been deferred. Five-day banking has not yet been implemented.

🚨 Major NRI Property TDS Update from 1 October 2026

CBDT has notified an important change for resident individuals/HUFs purchasing immovable property from an NRI seller.
From 1 October 2026, eligible buyers will move to a PAN-based Form 141 mechanism through new Schedule E, instead of obtaining TAN merely for the specified NRI property purchase.
But remember:
No TAN does NOT mean No TDS.
The new Form 141 framework also captures Section 395 lower-TDS certificates, NRI seller details, TRC, foreign TIN and corresponding Form 145 acknowledgement wherever applicable.
My latest article explains what buyers and NRI sellers should do, including transactions paid in instalments, multiple buyers, lower TDS planning and subsequent repatriation of property-sale proceeds.
