The Tax Puzzle in Sri Lanka: MP vs. Normal Citizen (APIT Breakdown) 🇱🇰🤔
Have you ever looked at a high-salary payslip and wondered how income tax is actually calculated?
Let’s look at how the Advance Personal Income Tax (APIT) works in Sri Lanka, comparing an ordinary private/public sector employee with a Member of Parliament (MP).
Even when total gross earnings match on paper, the final tax outcome can look drastically different! 📉
1. The Rules for the General Public
Under the Inland Revenue Act No. 24 of 2017 (and subsequent updates like the Inland Revenue Amendment Act), standard employees follow strict guidelines: (Aftet updated 2025)
Tax-Free Relief: Resident individuals receive a personal relief threshold of Rs. 1,800,000 per year (Rs. 150,000 per month).
Progressive Slabs (Table 1):Any cash income above that limit is fully pooled together and taxed using progressive brackets starting from 6% up to 36%.
The Reality:
For a normal worker earning a gross monthly package of roughly **Rs. 484,500, all cash components and allowances are fully added to the taxable base. This results in a heavy monthly APIT deduction of roughly Rs. 77,000 to Rs. 85,000+.
2. The Reality for Members of Parliament (MPs)
When looking at an MP's official earnings statement (such as a gross layout totaling Rs. 484,585.46 with major fuel, transport, and office allowances), the tax treatment changes significantly:
Special Benefit Valuations: Under specific regulatory frameworks for state officials, major allowances are categorized as non-cash or specialized benefits where only a fraction is counted toward taxable income.
The Result:
Because the taxable base is heavily reduced by these specific allowance valuation rules, the actual APIT deduction shown on the MP's payslip drops to a modest amount (around Rs. 11,356.23).

👉 The Bottom Line
An ordinary citizen earning the exact same gross monthly income pays roughly Rs. 67,000 to Rs. 70,000 more in income tax every single month—meaning the tax burden for a standard employee is over 600% higher for the exact same gross figure due to how allowances are valued and taxed! 📊
