Malacaรฑang has ordered the suspension of classes at all levels, public and private, tomorrow, August 18, following a series of cancellations caused by the Enhanced Southwest Monsoon (Habagat).

The Angeles City Information Office (ACIO) also confirmed the announcement through its page.

As per the directive, an alternative learning mode will be implemented unless otherwise directed.

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) has raised a yellow rainfall warning over some parts of Pampanga, including Angeles City, in its 5:00 p.m. advisory.

Meanwhile, red and orange rainfall warning are raised over the remaining parts of the province.

Everyone is advised to monitor changing weather conditions in the coming hours.

Holy Angel University (HAU) is yet to release an official announcement regarding class arrangements.

Para sa Angeles City Local Government Unit (AC LGU) at sa mga pamunuan ng mga pamantasan, higit pa sa class suspension ang hinihingi namin: sapat na konsiderasyon, maagap na pagkilos, at mga desisyong nakabatay sa aktuwal na kalagayan ng mga mag-aaral.

Kami, ang mga hanay ng mga student council, organisasyon, at mamamahayag na kumakatawan sa mga mag-aaral sa Angeles City, ay nagkakaisang nananawagan para sa mas maagap at maka-estudyanteng pagtugon ng Angeles City Local Government Unit (LGU) at ng mga pamunuan ng mga pamantasan sa patuloy na banta sa kaligtasan ng mga mag-aaral dulot ng matinding pag-ulan at pagbaha sa panahon ng Habagat.

Hindi na maituturing na panandalian lamang ang epekto ng matinding pag-ulan at pagbaha sa Pampanga. Noong Agosto 10, 2026, iniulat ng SunStar Pampanga na umabot sa 291 barangay ang binaha sa lalawigan, kaya nagsuspinde na ang mga karatig-lungsod, maliban sa Angeles City. Pagsapit ng Agosto 12, idineklara ng Sangguniang Panlalawigan ang Pampanga sa ilalim ng state of calamity kasunod ng pag-apruba ng Resolution No. 06, Series of 2026.

Noong Agosto 13, nag-anunsyo ang Malacaรฑang na suspendido ang klase simula alas-tres ng hapon. Kinabukasan, Agosto 14, nirekomenda rin nila ang pag-suspinde ng klase o pag-shift sa alternative learning modes simula alas-nuwebe ng umaga. Bago pa ang mga naturang araw, nailagay na sa Yellow Rainfall Warning ang ilang bayan sa Pampanga โ€” nangangahulugan na may diskresyon na ang mga pamantasan at ang LGU na magsuspinde ng klase.

Kung hindi man madalas makaranas ng pagbaha ang Angeles City, hindi nangangahulugang ligtas na ang mga mag-aaral. Bilang halimbawa, sa Holy Angel University, batay sa survey na nilahukan ng 3,716 na mag-aaral noong Hulyo, higit sa kalahati ng mga mag-aaral (2,197 o 59.12%) ang naninirahan sa labas ng Angeles. Sa parehong survey, 2,461 o 66.23% ang nagsabing apektado ng pagbaha ang kanilang tahanan at mga rutang dinaraanan, habang 3,353 o 90.23% ang nagsabing naaapektuhan ng tag-ulan ang kanilang pagbiyahe patungo sa pamantasan.

Ipinapakita ng mga datos na ang kaligtasan ng mga mag-aaral ay hindi maaaring masukat batay lamang sa kasalukuyang lagay ng panahon sa mismong lungsod o sa kawalan ng direktang rainfall warning. Ang panganib ay maaaring nasa tahanan, ruta, trapiko, o pampublikong transportasyong ginagamit ng mga mag-aaral bago pa man sila makarating sa pamantasan. Dahil dito, kinakailangan ang mas maagap na pagsusuri at pagpapasya na isinasaalang-alang ang aktuwal na kalagayan ng mga mag-aaral.

May sapat na policy basis para sa ganitong mga konsiderasyon. Sa ilalim ng CHED Memorandum Order No. 15, s. 2012, hindi lamang ang pagkakaroon ng Tropical Cyclone Wind Signal ang maaaring maging batayan sa pagsususpinde ng klase sa tertiary level. Kabilang din sa maaaring isaalang-alang ang mga espesyal na sitwasyon gaya ng pagbaha, pagkasira o pagiging hindi ligtas ng mga daan, at iba pang kondisyon na maaaring magdulot ng panganib sa mga mag-aaral. Sa ganitong mga pagkakataon, may discretion ang mga kinauukulang local chief executives o mga pamunuan ng higher education institutions na magsuspinde ng klase kung kinakailangan.

Nauunawaan namin na mahalagang mapanatili ang pagpapatuloy ng edukasyon sa kabila ng mga hamon ng panahon. Ngunit ang pagpapatuloy ng edukasyon ay hindi dapat magpasawalang-bahala sa kaligtasan ng mga taong pinaglilingkuran ng ating mga institusyon.

Para sa pamunuan ng aming pamantasan, nananawagan kami na gamitin nang maagap ang prerogatiba nitong magsuspinde ng klase o mag-shift sa alternative modes of learning kung kinakailangan. Hinihiling din namin ang pagtibayin ng mga ang komunikasyon sa mga mag-aaral at kanilang mga magulang upang maipabatid at matukoy ang kanilang kalagayan tuwing masamang panahon. Dagdag pa rito, hinihiling namin ang malinaw at sapat na guidelines o framework para sa academic considerations sa tuwing ipinagpapatuloy ang klase sa kabila ng masamang panahon, upang matiyak na walang mag-aaral ang mapag-iiwanan dahil sa mga epekto nito.

Hinihimok namin ang Angeles City LGU na bukod pa sa mga weather signals, gawin ding batayan ang aktuwal na kalagayan ng mga mag-aaral sa pamamagitan ng aktibong pakikipag-ugnayan sa mga paaralan at pamantasan. Hinihiling din namin na tiyaking sapat ang pampublikong transportasyon tuwing masamang panahon upang maiwasan ang pagkaka-stranded ng mga mag-aaral, kabilang ang pagpapatupad ng mga programang gaya ng libreng sakay para sa mga mag-aaral na nagmumula sa labas ng Angeles City.

Maaaring huminto na ang ulan, ngunit hindi nangangahulugang ligtas na ang lahat. Kumilos batay sa realidad, hindi lamang sa lagay ng panahon.

Despite calls for rescheduling, the OBE and Comprehensive Examination schedules remain unchanged following a consultation among the Accountancy Department, fourth- and fifth-year Accountancy Class Presidents, and the College Governor yesterday, August 12.

During the consultation, Accountancy Department initially proposed moving the remaining examinations to August 14 and 15. However, the Class Presidents agreed to retain the August 15 and 19 schedule, shifting their appeal toward academic leniency for students taking the examinations.

In response, the Accountancy Department expressed its willingness to coordinate with professors to provide academic leeway for examination takers during the period.

With the examination dates unchanged, students are expected to proceed with their preparations.

Fourth- and fifth-year Accountancy students from School of Business and Accountancy (SBA) sat for their rescheduled On-Boarding Examination (OBE) and Comprehensive Examination today, August 12, despite the administrationโ€™s lack of response to a petition for an academic relief.

The department moved the examination schedule to August 12, 15, and 19, originally scheduled from August 12 to 14, following the continuous suspension of classes brought by the Enhanced Southwest Monsoon (Habagat) and Typhoon Maymay.

The rescheduled examinations coincided with university-wide calendar adjustments announced by the Vice President for Academic Affairs (VPAA), designating August 11 to 24 for full face-to-face (F2F) classes, requiring examinees to attend regular lectures alongside their exams.

The SBA College Student Council (CSC) and fifth-year students filed an appeal to maintain the original examination timeline by proposing the use of the ninth-floor function halls and designated testing rooms.

Student representatives cautioned that pushing the exams to later dates would disrupt review schedules and create severe academic overlap with upcoming midterm examinations.

Holy Angel University - School of Business and Accountancy (HAU-SBA) marked another milestone as it held "Bagwis: The Inaugural Aviation Management Pinning Ceremony" at the Saint Joseph Hall (SJH) Academic Hall today, August 12.

Pioneer students from second- and third-year received their aviation pins, accompanied by proud parents, faculty members, and university administrators.

The ceremony symbolizes the students' formal transition into the aviation industry and their commitment to professional excellence.

Offered under SBA, the Bachelor of Science in Aviation Management is one of the newest academic programs at HAU, making the university among the first in the Philippines to offer this specialized degree.
