Good afternoon my fellow Argaowanons.

Greetings of Peace to all.

Just this morning, the Public Page of our local government unit of Argao (LGU-Argao) posted by way of cascading the DILG directive cm advisory on the following subject matters, to wit:

1) Prohibiting Public Drinking;
2) Prohibition on being half-naked in public places;
3) Prohibiting Videoke activities beyond 10pm;
4) Prohibition on Loitering of Minors;

This posting of LGU-Argao has generated queries channeled to my own public page. In this regard, allow me to express the following:

a) It is my sound belief that LGU-Argao merely re-echoed the directive cm advisory of DILG;
b) As far as regulating the operation and/or activities of Videokes in Argao, let it be known that there is already an existing local law or ordinance regulating the same with respect to time as well as volume pitch of the sound emanating therefrom;
c) Further, we have also a local law or ordinance on child protection and/or child rescue that addresses on loitering of minors during crucial period of time in the late evening up to the wee hours of the morning. This was authored by our ever dynamic and very active SB Member, Hon. Atty. Annabelle "Bootsie" Almirante-Birondo. In fact, this ordinance has been put into effect and being implemented already thru our local MSWDO and local PNP;
4) Albeit on prohibition on public drinking or drinking in public places, there is NO known law or ordinance that prohibits on drinking of intoxicating beverages (ilimnon nga makahubog) in public places. Our local ordinance existing is on the effect of drunkenness and certain violations as consequence thereof and NOT specifically on the prohibition of drinking (on intoxicating beverages) in public places. Usually, drinking in public places is prohibited day before and day after Election Day and during observance of All Souls Day. Laws on regulation and prohibition on certain conduct of the citizens is innate to what we call Police Power of the State, the other two inherent powers being the power of taxation and power of eminent domain. However, if there is NO law or local ordinance regulating/prohibiting certain conduct or actions or even omission of an act, then there is NO violation to speak of in the first place and No corresponding penalty is warranted.
d) The same manifestation is true and applicable with respect to being half-naked in public places.

Having stated the above, and by way of emphasis, there is NO known national law or local ordinance that categorically prohibits public drinking or drinking of intoxicating beverages in public places. However, you are just reminded that when you drink intoxicating beverages do it in moderation and make sure you do not commit offenses or felonies defined and penalized under the Revised Penal Code, as amended, and/or the other Special Penal Laws. It is just a reminder by DILG that most often than not, when you drink to much beyond moderation and capacity, you lower your guard and all inhibitions that would lead to committing offenses and/or felonies punishable by law.

I sincerely hope that this humble discussion has help in one way or the other in understanding the impact of the recent DILG directive cm advisory that was re-echoed by our LGU.

ARGAO LGU OPENS APPLICATION FOR ISLAC PROGRAM FOR GRADE 12 STUDENTS

The Local Government Unit (LGU) of Argao has officially opened applications for the Argaowanon International Student Loan Assistance Program (ISLAC), offering Grade 12 students an opportunity to pursue further education abroad, particularly in Taiwan.

Eligible applicants include all Grade 12 students currently enrolled in schools within the municipality. Interested students are advised to visit their respective school’s Principal’s Office to enlist and formally signify their intention to apply for the program.

An orientation for all listed applicants will be conducted, with the schedule set to be announced in April.

The ISLAC program aims to support aspiring Argawanon students in accessing international education opportunities, contributing to their academic growth and global competitiveness.
