The Bureau of Internal Revenue (BIR) has opened a one-time tax abatement program for micro taxpayers, offering micro businesses and stop-filers an opportunity to resolve outstanding tax liabilities, clean up their records, and start with a clean slate.

Through Revenue Regulations No. 4-2026 issued on June 22, 2026, the BIR prescribes the guidelines and procedures for the availment of a one-time abatement of taxes and/or penalties for qualified micro taxpayers with delinquent accounts, assessments, and open stop-filer cases. Qualified applicants may avail of the program until December 31, 2026.

The program covers micro taxpayers whose gross sales for the year do not exceed Three Million Pesos (P3,000,000) and whose covered total basic tax liabilities and/or penalties do not exceed Eighty Thousand Pesos (P80,000) for a taxable year. Eligible cases include delinquent accounts and assessments, whether preliminary or final and whether disputed or not, as well as open stop-filer cases, including those involving taxpayers who have already ceased business operations. Covered liabilities must pertain to cases existing as of December 31, 2025.

Encouraging qualified taxpayers to take advantage of the opportunity, Commissioner Charlito Martin R. Mendoza said the measure supports President Ferdinand R. Marcos Jr.โ€™s directive to ease compliance and make government services more accessible for the transacting public.

โ€œThis is an opportunity to start with a clean slate. If you are a micro taxpayer with old tax obligations, delinquent accounts, assessments, or stop-filer cases, I encourage you to avail of this program. It is meant to help you settle past obligations without a heavy financial burden, update your records, and move forward as a compliant taxpayer,โ€ Commissioner Mendoza said.

Finance Secretary Frederick D. Go welcomed the initiative as part of the administrationโ€™s continuing Ease of Doing Business reforms.

โ€œWe aim to create a more taxpayer-friendly and business-friendly environment while helping micro businesses resolve lingering tax issues and maintain good compliance practices. By helping micro taxpayers resolve old liabilities and update their records, we are removing barriers to compliance and encouraging greater participation in the formal economy,โ€ Secretary Go said.

The Revenue Regulations complement the earlier-issued Revenue Memorandum Circular No. 47-2026, which prescribed simplified and streamlined guidelines and procedures for the closure and cancellation of business registration with the BIR, under which tax clearances may be issued in as fast as three days for qualified cases.

โ€œMany micro taxpayers have already stopped operating but continue to carry unresolved tax obligations or inactive registrations. We have already simplified the process of properly closing a business, and this one-time abatement program complements it by easing the financial burden of settling old tax liabilities for our micro taxpayers. Together, these reforms make it easier to close lingering cases, put their records in order, and move forward,โ€ Mendoza said.

Under the regulations, qualified taxpayers must file an application for abatement with the Revenue District Office having jurisdiction over them and pay a one-time abatement fee of Five Thousand Pesos (P5,000) for each approved application. Upon compliance with the requirements, the concerned Revenue District Office shall issue a Certificate of Availment evidencing that the taxpayer availed of the program and that the covered case has been closed.

By helping taxpayers regularize their records, resolve dormant cases, and close lingering obligations, the Bureau aims to strengthen voluntary compliance and maintain cleaner, more accurate taxpayer records.

"The chaos around us is what happens when people live as if this world is all there is. When your horizon ends here, you grab everything you can by any means necessary. But when you know you are just passing through, everything changes."

What drives people to tear the world apart?

More often than not, it comes down to two things:

Power and money.

And the tragic irony is that those who chase them the hardest never seem to find enough.

Because this world was never designed to satisfy a soul that was made for eternity.

1. The root of so much destruction.

1 Timothy 6:10 โ€” โ€œFor the love of money is a root of all kinds of evil.โ€

Not money itself.
But the love of it.
The obsession with it.
The willingness to sacrifice integrity, relationships, and truth just to gain more.

Add the hunger for power to that equation, and you have a combination that has toppled nations, broken relationships, and corrupted even the most promising lives.

We are watching that play out in real time.

2. But we were made for something different.

The chaos around us is what happens when people live as if this world is all there is.

When your horizon ends here, you grab everything you can by any means necessary.

But when you know you are just passing through, everything changes.

1 Peter 2:11 calls us โ€œforeigners and exilesโ€ in this world.

Sojourners. Pilgrims.

You travel lighter when you know this is not your final destination.

3. Your time here is short. Make it count for the right things.

James 4:14 โ€” โ€œWhat is your life? You are a mist that appears for a little while and then vanishes.โ€

Every person chasing power and wealth right now will one day stand before a God who was never impressed by either.

The question will not be how much you accumulated.

But how faithfully you loved, served, and lived for what truly mattered.

Donโ€™t spend your brief time here chasing what others are destroying themselves to keep.

4. Fix your eyes on what is eternal.

2 Corinthians 4:18 โ€” โ€œFix your eyes not on what is seen, but on what is unseen. For what is seen is temporary, but what is unseen is eternal.โ€

The greed is temporary.
The chaos it produces is temporary.
The people driving it are temporary.

But the Kingdom you belong to is eternal.

The peace that God offers is unshakable.

Remember, we are just passing through. Our time on earth is limited.

Who knows, your time might be up anytime now.

Letโ€™s not live like those who forgot that. ๐Ÿ™

Micro enterprises are now exempted from submitting audited financial statements as part of their reportorial requirements, as the Securities and Exchange Commission (SEC) moves to streamline compliance and reduce regulatory burdens for small companies.

The Commission on January 20 issued Memorandum Circular No. 4, Series of 2026, providing the Amendments to the Application and Definition of Terms under Revised Rule 68 of Republic Act No. 8799, or the Securities and Regulation Code (SRC), in Relation to the Adjustment of the Audit Threshold.

The memorandum circular exempts both stock and nonstock corporations with total assets or liabilities not exceeding P3 million from submitting audited financial statements.

Previously, only stock and nonstock corporations with total assets or liabilities less than P600,000 were exempted from mandatory audit.

The has ruled that the two-year period to claim a refund for erroneously paid value-added tax (VAT) begins from the date the taxpayer actually paid the VAT to the BIRโ€”not from the date the taxpayerโ€™s suppliers remitted it.

In a Decision written by Associate Justice Ramon Paul L. Hernando, the SCโ€™s First Division modified the Court of Tax Appeals (CTA) En Bancโ€™s ruling and found that Melco Resorts Leisure (PHP) Corporation (Melco) had timely filed its administrative and judicial VAT refund claims.

Melco, a Philippine company licensed by the Philippine Amusement and Gaming Corporation (PAGCOR) to operate casino games, filed a claim with the BIR in 2017, seeking a refund of PHP 81.1 million. The amount represented input VAT that was allegedly erroneously passed on and collected from its gaming revenues for the first quarter of 2016.

The SC disagreed with the CTA that Melco was not the taxpayer required by law to pay VAT and that the two-year period should therefore be counted from the time Melcoโ€™s suppliers filed their VAT returns and paid the tax.

Melcoโ€™s refund claim, the SC held, was filed on time and that the two-year period should be counted from the date Melco actually paid the VAT to the BIRโ€”not from when its suppliers remitted the tax.

The SC emphasized that requiring proof of actual remittance by Melcoโ€™s 400 suppliers and submission of 1,600 VAT returns would be unreasonable.

However, the SC found that Melco was not entitled to the refund as the payment was neither erroneous nor illegal.
