The Bureau of Internal Revenue (BIR), through Revenue Memorandum Circular (RMC) No. 95-2026, has further extended to August 18, 2026, the specified tax filing, payment, remittance, registration, and submission deadlines for taxpayers in Habagat-affected areas previously covered by RMC No. 89-2026. The new Circular also expands the extension to taxpayers affected by the technical unavailability of the eBIRForms Offline Package.

For taxpayers covered by RMC No. 89-2026, the specified deadlines previously extended to August 17 are moved one more day to August 18.

Taxpayers affected by the eBIRForms technical issues are likewise given until August 18 to comply with the specified obligations covered by RMC 95-2026, without the corresponding penalties.

β€œWe recognize the difficulties faced by taxpayers affected by the rains, as well as those who are unable to comply because of the technical issues with eBIRForms. We are giving them additional time to complete their tax obligations without penalty,” Commissioner Charlito Martin R. Mendoza said.

The extension covers specified filing, payment, remittance, and submission requirements originally due from August 10 to 16, 2026, including applicable withholding tax returns, income tax returns, ONETT transactions, and other obligations enumerated in the Circular.

The BIR has likewise issued a Bank Bulletin directing Authorized Agent Banks (AABs) to accept covered tax returns and payments until August 18, 2026, without the corresponding penalties, from both taxpayers covered by the Habagat-related extension and those affected by the unavailability of the eBIRForms Offline Package.

The BIR clarified that taxpayers mandated to use the Electronic Filing and Payment System (eFPS) who are not covered by RMC No. 89-2026 are not included in the extension and must continue to use eFPS to file their returns and pay taxes due.

β€œWe remind covered taxpayers to complete their filing and payment requirements by August 18. At the same time, we assure taxpayers that when circumstances beyond their control make compliance difficult, the BIR will continue to respond reasonably and give them a fair opportunity to comply,” Commissioner Mendoza said.

The Bureau of Internal Revenue (BIR) has recently issued Revenue Regulations (RR) No. 04-2026, providing a one-time opportunity to settle delinquent accounts, tax assessments, and penalties.

Who is Eligible?
β€’ Micro taxpayers whose gross sales for the year are less than β‚±3,000,000.
β€’ Any natural or juridical person, including micro taxpayers who have already ceased their business operations.

What is Covered?
β€’ Delinquent accounts, assessments (preliminary or final), and open stop-filer cases existing as of December 31, 2025.
β€’ Cases where the delinquent or assessed basic tax or penalties do not exceed β‚±80,000 for a taxable year.

How to Apply:
β€’ Manually file an application for abatement, on a per taxable year basis, at the Revenue District Office (RDO) that has jurisdiction over you.
β€’ You must specify the tax types and the basic amount due in your application.
β€’ Pay an abatement fee of P5,000.00 using BIR Form No. 0605 within five working days from filing the application.
β€’ Submit your proof of payment to the RDO within five working days from the payment date to receive your Certificate of Availment.

Deadline:
β€’ Qualified taxpayers can avail of this program until December 31, 2026.

Note: Any previous payments made prior to this regulation are not refundable, and the β‚±5,000 application fee is also non-refundable even if your application is denied or withdrawn.

The Bureau of Internal Revenue (BIR) issued Revenue Memorandum Circular (RMC) No. 47-2026 on May 19, 2026, prescribing new guidelines to simplify the process for closing businesses and cancelling tax registration, as part of the implementation of Republic Act No. 11976, otherwise known as the β€œEase of Paying Taxes Act.”

β€œThis is our β€˜Ease of Closing Business’ reform,” Commissioner Charlito Martin R. Mendoza said. β€œIn line with President Ferdinand R. Marcos Jr.’s directive to make government services faster, better, and more responsive, and Finance Secretary Frederick D. Go’s push to make tax administration more investor-friendly and business-friendly, the BIR is making it easier for taxpayers who have already ceased operations to properly close their business and cancel their registration.”

β€œFrom improving the ease of doing business and the ease of paying taxes, this reform completes the BIR’s support for businesses through every stage of the business life cycle. If we make it easier to start and operate a business, then the government must also make it easier to properly close BIR registration once operations have already ceased,” he added.

Under RMC No. 47-2026, taxpayers who have already ceased operations may now apply for the closure or cancellation of their registration, either manually or electronically, through the Revenue District Office where their head office or branch is registered.

The Circular simplifies and standardizes documentary requirements. Together with the application form and the surrender of original BIR registration documents and permits previously issued to the business, taxpayers will only be required to submit two other document sets for closure: the list of ending inventory of goods and supplies, including capital goods for VAT-registered taxpayers, and the unused invoices, supplementary documents, and other unutilized accounting forms, together with their inventory.

Under the new guidelines, penalties for non-filing of tax returns shall no longer accrue once the taxpayer submits the complete documentary requirements for the closure or cancellation of registration. To prevent the further accumulation of open cases, the taxpayer’s registered form types shall likewise be placed under β€œderegistered” status upon submission of the complete requirements. Filing an application for the closure or cancellation of registration, however, does not preclude the Bureau from conducting an audit to determine any outstanding tax liabilities.

In addition, micro taxpayers shall not be subject to mandatory audit for closure and/or cancellation of business registration. Hence, tax clearances will be issued within three (3) working days from submission of complete documentary requirements for those with no open cases or outstanding liabilities. For micro taxpayers with open cases, tax clearance will be issued within three (3) working days from the submission of the complete documentary requirements and the payment of outstanding liabilities, including penalties.

Commissioner Mendoza encouraged taxpayers who have already ceased operations to avail themselves of the streamlined process to avoid the continued accumulation of penalties and to properly update their registration records with the Bureau.

The Bureau of Internal Revenue Philippines (BIR) has recently issued Revenue Memorandum Circular (RMC) No. 46-2026, providing a deadline extension for the submission of 2025 Audited Financial Statements (AFS) and other attachments via the eAFS facility.

Taxpayers who were unable to submit by May 15 due to system errors, or those who used the contingency email but did not receive an acknowledgment, now have until May 25, 2026, to submit or re-submit their documents via eAFS without penalties.

Please be guided that this is strictly an extension for eAFS attachments, not the Annual Income Tax Return.
