The Bureau of Internal Revenue (BIR) has issued Revenue Memorandum Circular (RMC) No. 38-2026, prescribing the issuance and mandatory posting of the BIR Registration Seal Badge for taxpayers engaged in online business activities.

The Circular covers digital economic participants, including online sellers, freelancers, professionals, vloggers, influencers, and other individuals earning income through digital platforms. It requires them to visibly display proof of registration through a BIR Registration Seal Badge on their websites, e-commerce platforms, or social media business pages.

To address data privacy concerns, the BIR clarified that taxpayers are no longer required to post their full Certificate of Registration (COR). Instead, only the BIR Registration Seal Badge generated via the Online Registration and Update System (ORUS) should be displayed to avoid exposing sensitive information such as the TIN and business address.

The BIR emphasized that the Registration Seal Badge serves as proof of registration for online transactions and must be posted in easily accessible sections of websites or platform pages, such as β€œAbout Us,” β€œBusiness Permits,” or equivalent sections.

Issuance of the Seal Badge is free of charge and may be secured electronically via ORUS or manually through the Revenue District Office (RDO). Taxpayers updating their registration online are required to pay the applicable β‚±30.00 Documentary Stamp Tax (DST). Existing taxpayers are not required to replace their current COR without a QR Code. Still, they are encouraged to update their registration to avail of the Seal Badge for enhanced verification and compliance.

BIR Commissioner Charlito Martin R. Mendoza said the initiative forms part of the Bureau’s Revenue Collection and Base Protection efforts under BIR DARES.

β€œRevenue base protection is not only about enforcement after violations happen. It is also about ensuring that businesses operating in the digital marketplace are properly registered, visible, and accountable from the start. The Registration Seal Badge helps protect legitimate online sellers who comply with the law, and it also protects online buyers by giving them a simple and reliable way to verify if the business they are dealing with is registered with the BIR,” Commissioner Mendoza said.

SBMA has officially opened a Comparative Challenge β€” a Swiss Challenge-style bidding process β€” for the Subic Bay International Airport (SBIA) Project, after US-based investment firm Cerberus Asia Pacific Investments LLC submitted a β‚±5.31-billion unsolicited proposal to manage, operate, and upgrade the airport. Under the proposed 25-year concession, SBMA would retain the lion's share of annual revenues from airport fees, with the arrangement designed to transform SBIA into a modern, high-capacity cargo hub for the Luzon region. Interested challengers must pay a non-refundable participation fee of β‚±1.4 million (US$23,333) and submit their comparative proposals no later than August 17, 2026.

Cerberus, which already operates part of a 310-hectare former South Korean-owned shipyard within the Subic Bay Freeport Zone, has long eyed the airport as part of a broader plan to revitalize the former US naval base. SBIA, built on the grounds of the former Naval Air Station Cubi Point, currently has no scheduled commercial airline services β€” making its transformation into a major cargo hub a potentially game-changing move for the region. If no challenger steps up or the original proponent matches the best offer, Cerberus walks away with the deal.

MBC Advisory is looking for an Accounting Associate to join our growing team in Subic. This role is ideal for someone who enjoys working with numbers, maintaining accurate records, and supporting clients through reliable financial reporting.

The Associate will be responsible for managing the books of accounts of the Philippine‑based operations of foreign clients, preparing and submitting monthly financial reports, and coordinating closely with the Tax Team to ensure proper tax compliance and alignment with regulatory requirements.

What you’ll be doing:
β€’ Maintain and manage clients’ books of accounts
β€’ Prepare monthly accounting reports and schedules
β€’ Assist with reconciliations and basic financial analysis
β€’ Coordinate with internal tax and compliance teams when needed
β€’ Support clients with accounting‑related inquiries

Who we’re looking for:
β€’ Graduate of BS Accountancy or related course
β€’ Comfortable working independently and meeting deadlines
β€’ Good command of written and spoken English
