The Regional Agricultural and Fishery Council (RAFC) of Zamboanga Peninsula conducted the 3rd Regional Agricultural and Fishery Council (RAFC) IX Rice Sectoral Committee Consultation on November 26, 2025 at the Conference Hall, DA RFO IX, Lenienza, Pagadian City, Zamboanga del Sur.

The assembled session serves as an avenue to discuss issues and concerns relative to the development of the Rice Industry in the Region.

Look||RAFC Zamboanga Peninsula (Region 9) Joins FY 2025 Mindanao A Participatory Performance Review and Planning Workshop!

The Regional Agricultural and Fishery Council (RAFC) Zamboanga Peninsula actively participated during the FY 2025 Mindanao A Participatory Performance Review and Planning Workshop on October 21-24, 2025 at the De Luxe Hotel in Cagayan de Oro City.

This collaborative event brought together the RAFCs of Region IX, X and XIII.

Region 9 is well-represented by key leaders committed to advancing our agri-fishery sector. Attendees include the RAFC Executive Officer (REO), Engr. Brandon Mentolaroc, RAFC Coordinator, Ms. Grace Alipio, PCAF Region-Based Coordinator, Mr. Jejomar Aleluya, City Agriculturist, Mr. Arben Magdugo, HUCAFC Chairperson for Zamboanga City, Mr. Raul Ramon Bucoy, HUCAFC Zamboanga City Coordinator Mr. Daniel Espiritusanto, PAFC Chairperson for Zamboanga Sibugay, Mr. Rodrigo Reganion, PAFC Zamboanga Sibugay Coordinator, Mr. Ely Patriarca, PAFC Chairperson for Zamboanga del Norte, Mr. Ranulfo Arcos, PAFC Chairperson for Zamboanga del Sur, Mr. Raul Monsalud and Zamboanga del Sur Provincial Agriculturist representative, Mr. Glenn Romanos.

A key part of the program is the presentation of the RAFC Performance Review and Planning workshop on the integration of the Roles of PCAF and AFCs with the mandates of Republic Act No. 11321, or the Sagip Saka Act. The activity served as a valuable platform for sharing knowledge and best practices among the regions. This exchange is vital for identifying strategies that can be adopted for continuous improvement and the betterment of the agri-fishery sector in Region IX.

During this Women's month, we want to acknowledge the hard work and dedication of Ms. Cristine Clare Piloton, RAFC IX Youth Sectoral Committee Chair. She has shown exemplary effort in providing opportunities and empowerment for the youth sector. Her work is a true example of what women can accomplish. Thank you Ms. Piloton!

10th National Agriculture and Fisheries Volunteers' Day!

The event celebrates the contributions of volunteers to the Department of Agriculture's (DA) initiatives to support the lives of Filipino farmers, fishers, and their communities on December 3, 2024 in Mandaue City, Cebu.

The Philippine Council for Agriculture and Fishery (PCAF) recognized the outstanding achievements of its nationwide network of consultative bodies, whose efforts have contributed in advancing sustainable and inclusive growth in the agriculture and fisheries sectors. The Regional Agricultural and Fishery Council IX (RAFC IX) Chairman, Mr. Leonardo P. Caparida was recognized as one of the "Pillar of the Agricultural and Fishery Council" for his exceptional dedication and tireless service and commitment for the advancement of the Philippine agri-fishery sector and the DA-Regional Field Office IX also received the 1st placer award as the Most Outstanding Regional Accounting Office in recognition of their unrelenting and administrative support which is the key in sustainable AFC's operation and in achieving their accomplishments in CY 2024.

The Agricultural and Fisheries Council of Zamboanga Peninsula is presently attending the Mindanao AFC Stakeholders Conference, being held from October 1 to 4, 2024, in Cotabato City with the Theme of “Boosting Mindanao's Food Security: Empowering AFCs through Innovation, Market Competitiveness and Climate Resilience for Sustainable Productivity”. The Region IX delegation is headed by the RAFC Chairperson, Mr. Leonardo P. Caparida with the DA RFO IX Regional Technical Director for Operations, Director Maria Melba B. Wee.

The objective of the conference is to identify key agricultural and fishery challenges across the Mindanao cluster, fostering the sharing of insights, lessons learned, and best practices among stakeholders, and collaboratively developing effective policy recommendations for the long-term sustainability, and contributing to the economic development of the entire Mindanao cluster.

Day 2 of the Competency Advancement on Policymaking and Engagement (CAPE) Training is devoted to equip the participants with skills and strategies on policy change to address societal problems, raise awareness on policy issues to influence decision-makers, develop action plans and build networks for future collaboration.

ATM | Day 1 of the Competency Advancement on Policymaking and Engagement (CAPE) for Agricultural and Fishery Council IX, spearheaded by the Philippine Council for Agriculture and Fisheries, and participated by the members of the Agricultural and Fisheries Council of Zamboanga Peninsula region.

The activity aims to equip participants with a fundamental understanding of the nature of policy and the process of policy formulation. Defining what a policy is, introducing the policy formulation process, understanding and emphasizing the involvement of key agriculture and fisheries stakeholders, providing policy context and real scenario examples. Thus, enhancing the participants' comprehension of policy formulation, empowering them to engage more effectively in policy-related discussions and decision-making processes.
