In 2003, a major regulatory event for the Pakistan Telecommunication Authority (PTA) was the successful implementation of the deregulation of the telecom sector, following the conclusion of PTCL's monopoly over basic telephony and the issuance of new licenses in the first phase of the deregulation process. This opened the sector to private investment and laid the groundwork for competition among new operators, transforming the industry and enabling significant growth in mobile subscribers and overall teledensity.
Key Aspects of the 2003 Deregulation:
Completion of Phase-I: The deregulation process, which began in early 2003, was successfully completed with the issuance of licenses for Phase-I.
Liberalization of Services: All telecom services were liberalized, and entry restrictions were lifted, ending the previous monopoly and inviting private investment.
Investor-Friendly Policies: The government committed to an investor-friendly policy, ensuring the interests of all stakeholders were protected.
Investor Response: There was an overwhelming response from both local and foreign investors, who were provided with opportunities to seek clarification on the new policies and documents.
Foundation for Growth: This deregulation paved the way for the significant growth and maturity of the telecom industry in the subsequent years, boosting subscriber numbers and competition among operators.
