New EC rules just dropped — and second-timers may be shut out for good. Three new measures hit all EC sites from May 8: longer MOP, fewer units for second-timers, and no more DPS. First-timers now get 90% of EC units at launch, up from 70%, with a 2 year priority window. But for HDB upgraders like Andy Lu, scrapping the DPS is the real killer blow. Under DPS you only needed 20% upfront. Now you pay progressive instalments while still servicing your HDB loan. New EC prices hit $2,572 psf median — nearly double what they were a decade ago.
