LOCAL CRISIS FINANCIAL ASSISTANCE available for Individuals and Small businesses
through One Buncombe Initiative.

One Buncombe, a new initiative we have created in conjunction with Buncombe County, the City of Asheville, the Town of Montreat, Mountain Bizworks, the Land of Sky Regional Council, and others. One Buncombe is a fund that is designed to directly address those affected by the COVID-19 crisis by providing basic needs for those who have lost their jobs and bridge funding for small businesses that have had to close due to the virus.

The One Buncombe Fund is designed for to meet two needs in our community:

1. Provide immediate assistance to individuals who have lost employment due to COVID-19
If granted, these funds can be used for life-essential needs caused by the COVID-19 public health crisis such as electric bills, deposits, fuel oil, kerosene, natural gas, propane, wood, mortgages, overnight lodging, etc. Funds will be paid to the service provider, not directly to individuals.

2.Help locally locally owned, small businesses affected by COVID-19
Small businesses affected by COVID-19 will be eligible for loans up to $10,000 that are designed to bridge the costs associated with staying open until they can also receive longer term disaster funding from the SBA and other places.

The Treasury Department and the Internal Revenue Service today announced that distribution of economic impact payments will begin in the next three weeks and will be distributed automatically, with no action required for most people. Non-filers: Haven't filed a tax return for a previous year?

Take steps now.

The IRS encourages anyone with a tax filing obligation who hasn't filed a tax return for 2018 or a previous year to act now. – Pending legislation includes certain potential credits and rebates for those who have filed a return for 2018 and/or 2019. Those without 2018 tax filings on record could potentially affect mailings of stimulus checks. And more than 1 million people who haven't filed tax returns for Tax Year 2016 and are owed a refund still face an April 15, 2020, deadline to file their return. This deadline hasn't been extended. Current law requires the 2016 return to be filed by April 15, 2020.

Many non-filers should consider contacting a tax professional to consider various available options since the time to receive such refunds is limited by statute. Once delinquent returns have been filed, most taxpayers have the opportunity to resolve any outstanding liabilities by entering into an Installment Agreement or an Offer in Compromise with the IRS to obtain a "Fresh Start." See IRS.gov for further information.

FILE YOUR CLAIM:

-You will need your Social Security Number, information about your most recent employment and pay, work history for the last two years, and bank routing and account numbers for direct deposit.

TIP: If you are filing due to COVID-19, select β€˜coronavirus’ as your reason for separation.

COMPLETE YOUR WEEKLY CERTIFICATION:

A Weekly Certification is a series of yes/no questions that helps determine your eligibility for benefits each week. If you do not complete a Weekly Certification, you will not be considered for payment. Log into your Online Account to complete your Weekly Certification. If you do not have online access, call 888-372-3453 (Weekly Certifications only).

TIP: N.C. Executive Order 118 allows some requirements to be waived for people filing for unemployment due to COVID-19. If you are filing due to COVID-19, you may answer β€˜yes’ to this question on the Weekly Certification: Did you look for work?

TIMELINE

After you file your claim, your last employer will be given, by law, 10 days to respond to DES. No payment will be released until after this 10-day period.
If there are no issues, individuals typically receive payment within about 14 days of filing their initial claim.

When will I get my check?

Checks are supposed to be produced β€œas rapidly as possible,” but it’s been suggested that could take up to two months. If you use direct deposit, it will be faster.

How big will my check be?

Checks will be $1,200 per adult - or $2,400 for married couples filing jointly - and an additional $500 per child.

So how does this work?

Do I need to file anything to get my check? Technically, the checks are advances of refundable credits. Treasury will advance your check based on your most recently filed tax return (2018 or 2019 tax return). If you haven’t filed a tax return, the bill allows Treasury to use the information on your 2019 Form SSA-1099, Social Security Benefit Statement, Form RRB-1099, Social Security Equivalent Benefit Statement.

Is my check taxable? No. This is not taxable income.

What if I am expecting a refund for the 2019 tax year? Your 2019 refund will not be affected by the stimulus check.
