The last U.S. President to immediately wage and price controls was none other than Richard Nixon in 1971 and a majority of Republicans supported their President.
At the time not many people had private insurance, but seniors and the eligible disabled had health insurance in large numbers because they had signed up for the newly implemented Medicare program of mandated benefits.
Union workers could still negotiate for improvements to employee benefits, that was not subject to the new wage and price controls policy. For example, the Communications Workers of America was able to get the Telephone companies to add fully paid Medical Insurance coverage to their large employers contracts with the union workers.

Having worked on Bobby Kennedy’s 1968 campaign headquarters I read and distributed the issues report of the campaign that included a section on Medicare that acknowledged the need to control medical insurance premium costs and expand benefits.
As Joseph Raugh, the head of the Americans for Democratic Action and Millie Jeffries of the United Auto Workers, reported to me and others many years later, the original Medicare Bill included coverage for all, not just the eligible senior citizens.
