It is not a single program but a collection of expanded and streamlined options, such as installment agreements, offers in compromise (OIC), and lien relief.

Key Fresh Start provisions
1. Streamlined installment agreements
This program allows eligible taxpayers to make manageable monthly payments for up to 72 months to pay off their tax debt.
Eligibility: You must owe a combined total of $50,000 or less in tax, penalties, and interest. You also must be current with all filing and payment requirements.
Key benefit: No financial statement is required to apply, and the IRS will not file a federal tax lien if you set up a direct debit installment agreement before one is issued.

2. Offer in Compromise (OIC)
An OIC allows eligible taxpayers to settle their tax debt with the IRS for less than the full amount owed. An offer is typically accepted when a taxpayer cannot pay the full amount due to their financial situation.
Eligibility: You must prove that paying your full tax debt would cause economic hardship. You can use the IRS's Offer in Compromise Pre-Qualifier Tool to see if you are eligible.
Key benefit: Can significantly reduce the amount of tax debt owed. However, the IRS approval rate for OICs is relatively low.

3. Lien relief
The Fresh Start initiative made it easier for taxpayers to obtain withdrawals of federal tax liens.
Eligibility: Tax liens may be withdrawn once your tax debt is paid in full, especially if you set up a direct debit installment agreement. This can help improve your credit and financial standing.

How to apply
You can apply for Fresh Start options in several ways, depending on the specific program:

Online: For a streamlined installment agreement, use the Online Payment Agreement tool on the IRS website.

By mail: Complete and submit IRS Form 9465, Installment Agreement Request.

Offer in Compromise: If you pre-qualify, you can complete and submit the official OIC application. This requires Form 433-A (OIC) for individuals and Form 656(s).

By phone: Call the number on your tax bill or notice.

Important considerations
You must be compliant: To qualify for any Fresh Start relief, you must have filed all past and current required tax returns.
Interest and penalties still apply: For installment agreements, interest and penalties will continue to accrue on the outstanding balance, though the penalties will be less than if no payment plan was in place.

Viral posts on social media platforms like TikTok and Facebook have falsely claimed a new federal stimulus payment is imminent. However, officials have confirmed this is not true. This confusion seems to stem from a different proposal in Congress involving tariff revenue.

The claim that Americans will receive a $1,390 stimulus check in late summer 2025 is false. The Internal Revenue Service (IRS) has confirmed it is not sending out new stimulus payments. Furthermore, only Congress can authorize such payments. Congress has not passed any new law to do so. The IRS continues to warn taxpayers to be aware of scams related to stimulus payments.

The source of the confusion is likely a real bill introduced in the Senate called the American Worker Rebate Act. It is important to know this is not a stimulus check. Instead, the bill proposes a rebate funded by taxes on imported goods, known as tariffs. A rebate is a refund of money consumers may have already paid through higher prices, while a stimulus is new money intended to boost the economy.
