The Internal Revenue Service (IRS) is currently experiencing refund delays affecting approximately 1.4 million taxpayers as of early April 2026. These delays are a direct result of a federal transition to phase out paper checks in favor of electronic payments, mandated by a March 2025 executive order.

Reason for the Delays
Electronic Mandate: Executive Order 14247, "Modernizing Payments To and From America’s Bank Account," required the IRS to stop issuing most paper checks starting September 30, 2025.
Missing Banking Info: If a tax return is filed without direct deposit details (routing and account numbers), the IRS now temporarily freezes the refund instead of automatically mailing a paper check.
Notice Issuance: The IRS is sending Notice CP53E to affected filers, requesting they update their banking information through their IRS Online Account.

Refund Timelines

Direct Deposit: Most electronic refunds are still processed within 21 days.

The "CP53E" Delay: Taxpayers receiving a notice have 30 days to provide banking details online.

Paper Check Fallback: If a taxpayer does not respond to the notice within 30 days, the IRS will eventually issue a paper check, but only after an additional 6-week wait.

Total Wait: Lawmakers have warned that some filers may face total wait times exceeding 10 to 16 weeks.
