What Is a Partial Sales Tax Exemption?

If you’re in manufacturing, R&D, farming, or certain non-profit sectors in California, you may qualify for a partial sales tax exemption, but what does that mean?

> It reduces the state portion of the sales tax (currently 3.9375% until 2030), while local and district taxes still apply.
> To claim it, your business must provide a valid partial exemption certificate (like CDTFA-230-M) at the time of purchase.

>> Example: If your total sales tax rate is 8.75%, only the state portion (7.25%) is eligible for the partial exemption. The exemption reduces just 3.9375% from that state rate, not from the full 8.75%. The remaining local and district taxes (1.5%) still apply in full.

So, a qualifying purchase would be taxed at approximately 4.81%, reflecting the reduced state rate plus the full local/district rates.

What you need to know about Sales Tax & SAAS in California

If you operate a SAAS (Software as a Service) business in California, understanding what's taxable and when to file sales tax is essential to staying compliant.

1. When to File Sales Tax in CA:
Monthly: If you collect over $1,200 in sales tax per month.
Quarterly: If you collect between $100–$1,200 per month.
Annually: If you collect less than $100/month.
Your due date is the last day of the month following the close of your filing period (e.g., Q1 ends March 31, so you file by April 30).

2. Do SAAS Companies Owe Sales Tax?
In California:
True SAAS (access to software via the cloud) is not taxable, since you're not transferring a physical product or downloaded software.
However, if your product includes downloadable software, customized development, or bundled taxable services, parts may be subject to tax.
If you sell hardware, physical media, or licenses along with your SAAS, those are taxable.

Pro tip: Even if your SAAS product is non-taxable, you still may need to register and file zero returns if you have nexus in California.

Create a journal entry dated the first day of your new financial year to move the balances in your Owner Contributions and Owner Draws accounts into Retained Earnings. This keeps your equity section tidy and ready for the new year’s activity.

Why it matters:
> Keeps your financials clean
> Gives you a clear picture of this year’s equity changes
> Prepares your books for tax filing or review
> Helps your tax preparer understand your need for payroll vs. draws on your business

We recently learned that one of our client's customers received an email that appeared to be from our accounting department, asking to change their bank account. Scammers are getting really good at making their emails look almost identical to the real thing, often just changing the user name!
