IR-2025-94, Sept. 23, 2025
The Internal Revenue Service, ... announced that paper tax refund checks for individual taxpayers will be phased out beginning on Sept. 30, 2025, as required by Executive Order 14247, to the extent permitted by law... The IRS will publish detailed guidance for 2025 tax returns before the 2026 filing season begins.
Refunds go digital: Most refunds will be delivered by direct deposit or other secure electronic methods...
Act now: Taxpayers should make sure they know their banking information or consider opening a free or low-cost account. Visit FDIC: GetBanked and MyCreditUnion.gov for account options.
Most individual taxpayers already receive their refunds by direct deposit into their bank accounts. During the 2025 tax filing season, the IRS issued more than 93.5 million tax refunds to individual income tax filers, and 93% of those, almost 87 million refunds, were issued through direct deposit. Only 7 percent of individual refund recipients received their refunds by check through the mail.

Next steps
Executive Order 14247 also applies to payments made to the IRS. Taxpayers should continue to use existing payment options until further notice. Additional guidance and information for filing 2025 taxes will be issued prior to the 2026 filing season.

Executive Order 14247 establishes a government-wide directive to transition to the use of electronic transfers for disbursing federal payments and collecting funds owed to the government.

IRS Free File
The public-private partnership known as IRS Free File will continue to operate. It was extended in 2024 through the 2029 tax season.
How it works: This program allows taxpayers with an Adjusted Gross Income (AGI) below a certain threshold to use commercial tax software for free. For the 2025 filing season (for 2024 tax returns), the income limit was $84,000.
Availability: Eligible taxpayers can access the software from eight different companies by starting on the official IRS Free File page.
Who it's for: Taxpayers with an AGI higher than the income limit can still use Free File Fillable Forms, which are electronic versions of paper forms that taxpayers fill out and e-file themselves.
Other free tax-filing options
The IRS also offers other avenues for free tax preparation:
Volunteer Income Tax Assistance (VITA): Provides free tax help to people who generally make $67,000 or less, individuals with disabilities, and limited English-speaking taxpayers.
Tax Counseling for the Elderly (TCE): Offers free tax help for individuals aged 60 or older.
MilTax: A Department of Defense program that provides free tax preparation and e-filing software for military members and some veterans.
