Renouncing and relinquishing U.S. citizenship are not the same process.

Renunciation is a formal act completed before a U.S. consular officer. Relinquishment is based on an earlier expatriating act, such as obtaining foreign citizenship, performed with the specific intention of giving up U.S. citizenship.

The IRS quietly removed its Delinquent FBAR Submission Procedures from its website on July 1, 2026, without any public announcement or explanation.

This does not make FBAR penalties automatic or change the underlying law. However, it removes the IRS’s published assurance that qualifying taxpayers would not be penalized for filing late FBARs when all related income had been reported and taxes paid.
