We The People Should Write Our Own Bills for Congress, Just like Corporations Do.

In any democratic system, the power of the people lies in their ability to actively participate in the decision-making process of government. Currently in America, corporations seem to have carte blanche on writing bills for Congress, simply by backing them with lobbying funds. What if the people took a page out of their book, and wrote our own bill?
Some states allow for ballot initiatives where people can directly participate in writing their own laws. If it wasn’t for ballot initiatives we likely wouldn’t have legalized cannabis in most places still. But now states are making ballot initiatives increasingly difficult. If the people could pass a real federal bill, that would be a much more powerful law.
We have already discussed many times that the number one thing the people in power fear is the rest of us unifying. So that is the most obvious place to start. Let’s find some common ground and write a bill - together - that we then pressure all sides and politicians to back.
Fixing corruption is something everyone should want to do, and we could easily use newer Human Swarm Intelligence systems and Collective intelligence systems to write a new bill together as one people. These types of systems can aggregate one creative answer from millions of people. We wrote about these fascinating systems many times previously including HERE and HERE.
For example, what if you heard that people from all sides of the aisle were writing the bill below together, and momentum was building as the masses began to back it.
Would you want to add anything or remove anything from the bill?
The Unifying The People Act:
Create a new branch of government 100% built, controlled, and run directly by the people whose main purpose is to investigate, prosecute, and penalize anyone who corrupts our systems. This separate branch of government will have the power to impeach and subpoena all other branches of government, and all people. This branch is funded by 5% of our total approved federal budget for every fiscal year. This new branch will oversee all other branches of government, and it gives final supervisory control of preventing corruption in our systems back to the people.
Money from corporations is now illegal to donate to politicians in any capacity. Personal donations are allowed, but the max amount allowed to give to a politician is whatever the federal minimum wage is at the time. Right now that is $7.25 per hour, so that is what the max donation is allowed per candidate per person per election cycle. All donations must be public knowledge and completely transparent.
All politicians must submit to Social Credit Scores (like we wrote about HERE), effectively turning the technology cage they want to have over humanity back on them. If they have nothing to hide then they should have nothing to fear, right? This includes having full transparency with every politician. All of their actions must be recorded. Every meeting they have, or vote, or phone call they make will be recorded and put online. Bills will be posted in full for constituents to review before representatives are allowed to vote on them. Representatives swear a new oath to read and understand all bills before voting on them, under penalty of law. A failure to read and understand a bill before voting on it, or a failure to record any meeting or phone call or interaction intentionally by a representative will now be a crime. And the systems used to record them will be independently controlled by elected civilians in our new branch of government. When anyone talks to our representatives they are talking to the people, so we have the right to see all interactions, bills, deals and proposals. All government actions and systems must be fully transparent except the very top military government secrets and ongoing court cases. Additionally, all non transparent government items and all branches of government must have civilian oversight committees as decided and controlled 100% by the people. There also must be federal judicial oversight for the top secret files, where civilians pick federal judges at random to view all non-transparent files in order to deem them Constitutional and worthy of secret classification. Anything deemed “classified” has to meet a strict criteria to be kept as such. And all classified files have expiration dates.
Each government agency is responsible for working with the people to create a feedback system so the people can directly see-how each branch and politician votes on every bill in direct alignment with how their constituents feel about the policies in that bill. This system is also 100% controlled by the people, and covers everything from spending to contracts. Then, each representative will be graded in real time. If 99% of the constituents want one policy, and the politician acts the other way, now everyone can clearly see there is a rift.
We will create a new decentralized investigative journalistic press using human swarm intelligence systems. And we - as one people - will ask tough direct questions of all politicians and powerful people. The people will also control all political debates this way. All representatives must voluntarily subject themselves to questioning on a regular basis using this system as a way to continuously be held accountable by their constituents. This way The People can directly interview whoever we choose, whenever we choose, like we wrote about HERE. We can also open journalistic investigations in a decentralized way on anyone suspected of corrupting our systems.
All laws and legislation must be results-based from this point forward. Our epistemology now starts with whatever problem we are addressing. So all new bills must state the specific problem being addressed, and that problem must have stated goals that are measurable whenever possible. We will use metrics to see if the policies are working, and have reevaluation time periods for all bills to see if the new laws are working as intended. If they are not, we must either adjust the laws or remove them from the books. There are too many failed policies that are not results-based that never get removed from the books. This is true for everything from education systems, to drug laws and more.
