This is totally opposite from what I am seeing on a daily basis. Most everyone had less in their withholdings during 2018 which means their money was in their pocket and not the government's pocket during the year. Then when I get to the bottom line - they owe less in 2018 than they did in 2017 - or their refund is larger in 2018 than in 2017.
