Under the current rules, if a family has zero tax liability, which statement best describes the Child Tax Credit (CT) refund they can receive? 1).They cannot receive any refund because the credit is non-refundable. 2). They can receive a refund only for the amount they paid in payroll taxes. 3). They can receive a partial refund up to the maximum refundable amount (e.g., $1,700). Or 4). They can receive the full credit amount (e.g., $2,200) as a refund.
