During the 2026 filing season, the IRS implemented Executive Order 14247, which generally directs federal agencies to transition toward electronic payments to improve security and reduce fraud. While more taxpayers received refunds via direct deposit, many—such as unbanked, lower-income, elderly, and overseas taxpayers—faced challenges accessing this option.

The EO allows for exceptions when electronic payments aren't feasible, but the IRS did not establish clear procedures, leading to confusion and refund delays of 6 weeks or more. As of April 27, about 4 million notices were sent for returns lacking valid direct deposit info, instructing taxpayers to update their details online or request a paper check waiver.
