Whenever one of our advisors at Pacific Cross is having a consultation, one of the first topics we discuss is which health insurance benefits you would like to have included in your policy. If you’re new to private health insurance, you may be unfamiliar with your two most common benefits; Inpatient and Outpatient.

What’s the difference in price❓
A broad rule of thumb is to add outpatient benefits, you can expect to pay about double the cost of taking an inpatient only plan. Ultimately, this will depend on your plans benefit limits. For example, a plan that limits Outpatient to $100/visit will cost less to add outpatient than a plan where outpatient is fully covered to $6,000.
Why does it cost so much more to add Outpatient❓
Outpatient visits are without a doubt your most common type of visit. While the cost for outpatient is much lower than inpatient, it’s much more likely to occur. Furthermore, when someone takes outpatient benefits, they tend to go to the doctor more than they normally would. Insurer know this & put a premium on taking outpatient.
What’s best for me❓
That ultimately is up to the individual & their personal risk profile. Many of our clients don’t mind paying for outpatient vistis themselves & they just want to protect against large out-of-pocket expenses.

HOW TO GET VIETNAMESE DRIVING LICENSES?
Vietnamese driving licenses are mandatory for all drivers of motor vehicles as well as for riders of motorcycles with a capacity of over 50cc. Non-Vietnamese citizens are only permitted to drive in Vietnam if they hold a temporary Vietnamese driver's license.
This simplified list is a step-by-step guide to getting your Vietnam license. It is recommended that you have a Vietnamese friend with you to assist with translations. Very few forms are bi-lingual. There are fees to pay at every step of the process.
1. Fill in the application form “ĐƠN ĐỀ NGHỊ ĐỔI GIẤY PHÉP LÁI XE CƠ GIỚI ĐƯỜNG BỘ” from the Department of Transport, on 252 Ly Chinh Thang Street, District 3, Ho Chi Minh city –Telephone (+84 28) 3935 0551/ (+84 28) 3526 2175.
2. Obtain 8 passport photos of the requested size and dress neatly for the pictures. Stick one on the
application form and keep the others.
3. Obtain a photocopy of your passport, visa and 2 photocopies of your current license.
4. Take your current license, visas and the two photocopies of it to 47 Le Duan St. Dist. 1 for translation and then certification and stamp. They can make photocopies for you at the place. You must wear long pants and shoes to be admitted to the government building.
5️. Take all the documents and remaining photos back to the Department of Transport (252 Ly Chinh Thang Street, District 3) and ask for a medical (eye test, weight, height, color of hair, eyes). If you already have a current foreign or international license you don’t have to take a written test. You will be given a piece of paper with an address, map, date and time to come back for your practical test. It’s advised you get some practice at very tight, slow turns before your test day.
6. When you arrive for your test, give your form to one of the staff. Fill in the form you will be given, you sit/stand and wait for your name to be called out, and have to wear their helmet instead of your own one, but the driving test isn't too bad.
You do a figure of eight, a straight bit, chuck a wide u-turn, and then do some slalom, another wide uturn, and go over some lumpy bits, then back to the start.
If your feet touch the ground, you fail. If you go outside the lines, you fail. If you go too fast, you fail.
7. After your test wait for 10 days then go back to the Department of Transport office and collect your license. If you already have a translated license they might just tell you to come back and give you the license a week later.

SOME EXPERIENCES TO BUY HEALTH INSURANCE BEFORE PREGNANCY
When you decide to have a baby 🙇, health insurance may be not in your priority list. However if you consider how to pay your medical bills, health insurance will become an important factor of your family’s plan. The nature of insurance aims to cover a person for the risks of health they can not foresee, so the maternity benefit is included in the health insurance plan and has a waiting period in order to start. (You cannot use the maternity benefit if you are already pregnant). There are many options when buying insurance and it is important to understand the rules of the insurance so you get the most out of it.
Which health insurance should you buy ❓ First of all, you should try and determine what your needs are, what your budget is, and who in your family should be included? How much do you need to visit doctor in the pregnancy period, or delivery? Your new born child should be covered or not? Which services you can pay yourself, which ones should be covered by Insurance Company? Some companies cover for delivery only, not for visiting doctor in the pregnancy period and not for the new born child. Another covers maternity benefits with co-payment terms, this mean the insurance will only cover a percentage of the costs, not all the costs, normally 80%. One tip is that you can arrange a 🆓insurance for your new born child if the parents have insurance. Some insurers add this free benefit for new born child until the Insured’s renewal date. This benefit may be similar to your benefit, and help you save money to care for your child.
The second thing you should consider is the waiting period for maternity 🤰. The waiting period means you have to have the insurance policy for several months before you can become pregnant, normally 3 months depending on the insurance company. This means you can become pregnant after 3 months after buying the insurance and the insurance will cover the medical costs of your pregnancy. Understanding clearly the waiting period and benefits will help you choose a perfect plan, avoid misunderstanding and give you peace of mind to enjoy your pregnancy and not worry about medical costs.
Finally you should consider between your health insurance and budget 💰 . Health insurance will cover for treatment due to disease, accidents, hospitalization, surgery, clinic visits & emergency treatment, dental, maternity, health check ups and vaccinations as well as having access to 24/7 medical assistance. You can also go to any hospital you choose making sure you focus on the best treatment not the cheapest treatment. All insurance agreements are for 12 months, not refund premium and can be renewed each year. Health insurance has two main parts: obligatory benefits and optional benefits. Obligatory benefits include hospitalization, emergency treatment, accident cover and major illnesses. Optional benefits include clinic visits, dental, maternity, medical check-up and vaccination.… You should consider your priority, which is necessary, which is not, which benefit level suitable for you to get the right health insurance for your needs. It is always best to deal with a company you trust.

💡What is the cost of Health Insurance in your country?
Figuring out the specific cost and more importantly value of health insurance is confusing. Health insurance providers offer very different benefits in different countries and many countries have a national healthcare program too. Moreover, private health insurance can be very cheap or very expensive depending on the policy, the benefits and the company you choose.
🇺🇸In the United States, national health care
expenditure is around USD 8,500 per year for every
person. Only the poorest and those aged over 65 are
entitled to the social insurance system. About 150 million
people have health insurance through their
employer-sponsored plans with over 75% of employers
choosing self-insurance plans. There are around 25
million people who buy private health insurance with a
very expensive premium close to 20% of yearly income.
The average health insurance plan for an individual under
30 is around $5,280 per year. These plan often include
large co-payments and deductibles as well.
🇬🇧In the United Kingdom, all of the citizens have
public health insurance (The NHS). The government has
used taxes instead of health insurance premium to cover
the costs of medical services for their people. A
disadvantage of this system is that the time you have to
wait for visiting a specialist can be quite long. People from
the UK are familiar with visiting a hospital without money
and only 3% of the population has private health
insurance. A basic family premium for two adults in their
30s and two children under 10 can vary from $4,000 USD
to $10,000 USD per year.
🇩🇪In Germany, most people buy health insurance from
over 200 Krankenkassen. These are non-profit
organizations and have responsibility for payment of all
medical services from hospitals and doctors. Only 7% of
the population chooses private health insurance instead
of Krankenkassen. The standard premium for an adult
aged 30 is around $2100 per year.
How about health insurance in Vietnam 🇻🇳?
Vietnam has a stretched national healthcare system.
Children under 6 and seniors over age 80 have free public
health insurance. Employees and employers pay for the
public health insurance based on their salary – employees
pay 8% and their employer pays 18% of monthly salary
and the health insurance is not available when they are
jobless.
There are also health insurance companies, some are state
owned enterprises and others are privately owned.
Depending on the benefit level, area of cover (Vietnam
only or coverage for treatment outside Vietnam too) and
the reliability of the company you choose, the premium
can vary from $250 to $1,000 for someone in their 30’s.
The cost of insurance is around 50% of the costs you
would pay in Europe and under 25% of what you would
pay in the USA.

Overwhelming is an adjective that comes to mind when looking at the possibilities.
So where do you start?
We suggest starting with the type of provider: a Vietnamese provider or an International provider. Overall, there are many similarities between them, such as benefits offered, processes, making claims, exclusions & rules.
But there are a heap of differences that may affect your decision, including:

1. Benefit Levels For Your Expat Medical Insurance In Vietnam
Vietnamese providers tend to have lower benefit levels and more limitations on the benefits, such as per day or per visit limits. This opens up the possibility of having out of pocket expenses.
International providers tend to have higher benefits levels and less limitations on benefits.
Some examples:
➡️Benefit for Room and Board:
- Limit: VND 3,000,000/ day
- Actual expense: VND 5,000,000/ day
- Out of pocket: VND 2,000,000/ day
- Days in hospital: 5
- Total expense to you: VND 10,000,000 (About USD 450)
➡️Benefit for Outpatient:
- Limit per visit: VND 2,000,000
- Average per visit: VND 3,500,000
- Average visits per year: 3
- Total expense to you: VND 4,500,000 per year (About USD 200)
When your plan has benefit limits in them it can limit where you go to receive treatments if you’re trying to avoid paying any additional out of pocket expenses. That may not sound like a big deal now, but when you need urgent care, you want to be somewhere with the best facilities and doctors.
Providers do this to control claims and keep attractive prices.
2. Freedom Of Treatment
If you have a planned operation and your coverage area is SE Asia or Worldwide, you may want to go to another country to receive treatment instead of taking it in Vietnam.
Most Vietnamese providers do not allow you to do this without jumping through hoops to do so. If so, benefits may be restricted or a co-pay could apply. The plans were priced for the Vietnamese market and the cost of healthcare here.
International providers allow you to have full coverage for any treatment anywhere in your coverage area, regardless of the price discrepancy between your residing country and the country you have the treatment in.
️️3. Renewal Terms
Insurers use two methods to determine their renewal premiums: Experience rating & community rating. These are important to understand as it will affect your premium at renewal.
Experience rating is when your renewal premium is calculated based on how much you’ve used your insurance in the previous year. Higher claim ratios lead to higher renewal premiums. Lower claims leads to stable premiums.
Where this is very risky is if you have many high claim years or if you develop a chronic condition that requires on-going treatments. Your renewal may not even be guaranteed, you could lose your policy entirely. Your premiums can be skyrocketed, benefits can be limited or co-pays applied. Your insurance is at the discretion of the insurer, which isn’t the most comforting thought, especially if you have to go find a new provider with a serious pre-existing condition.
This is how Vietnamese providers handle renewal terms.
Community rating is when the insurer takes all their members and diversifies the risk among everyone. They evaluate the performance of their entire portfolio over the year and apply a fixed annual premium increase for everyone, regardless of your claim history in the previous year.
Your premium would increase regardless if you had $0 claims* or if you had a severe accident, developed a chronic condition or cost your insurer $20,000. This increase is usually in the 5-10% per year, which also takes into account medical inflation.
*If you’ve not made any claims, the premium increase is often offset by a no-claims discount.
This is how most (not all) International providers handle their renewal terms.
It’s also important to note that in addition to your claims history, there can still be other premium increases for age, inflation or changes in benefits.
️4. Direct Billing
Vietnamese providers have extensive direct billing networks within Vietnam for inpatient and outpatient services. They will work with a wide range of hospitals and clinics throughout the country.
Some providers will offer direct billing if you’re outside of Vietnam for emergency inpatient services. Most will not offer any direct billing outside of Vietnam even if you’re traveling somewhere in your coverage area.
You’d have to pay and claim for any treatment outside your direct billing network.
While International providers may not have as extensive direct billing network in Vietnam, they will offer direct billing at the major expat hospitals and clinics such as FV Hospital, Columbia Asia Hospital or Family Medical Practice.
International providers usually have more direct billing options outside of Vietnam & SE Asia, especially for inpatient treatments.
5. Portability
Vietnamese providers
If you move to another country and you’re with a local provider, you’ll need a new provider & policy in your new country. If you have covered conditions, this could become an issue when looking for a new provider.
International providers
If you’re on an international plan and you move, your plan will move with you as long as you remain an expat. There may be premium adjustments depending on where you move.
This is important because every time you change plans, you expose yourself to additional risk. Previously covered conditions are now liable to exclusions, waiting periods start over, you go back to square one again. If a medical condition presents itself shortly after you join a new plan, it’s likely to be denied as a pre-existing condition.
6. Payment Options
Vietnamese providers are less flexible with having payment options such as monthly or quarterly payments. They usually only accept an annual payment upfront. This may not be an issue if your premium is $300/year, but if your premium is $3,000, then that may be a different story. Only a select couple of providers will offer more frequent payment options.
International providers offer more payment options, allowing you to break up the expenses throughout the year. Be aware you may need to use a credit card or you could have transfer issues if you’re paying offshore from a Vietnamese bank.
7. VAT Invoice
If you need a VAT invoice for any reason, then you’ll need to take a Vietnamese provider. If you’re sure you want an International plan but your employer requires you to submit a VAT invoice, speak with your HR department or Management to see if you can troubleshoot this issue.
8. Motorbikes
Vietnamese providers require you to have a valid Vietnamese driver’s license for your bike in the event of an accident, even if it’s not your fault. If you’re license is expired, you’ll need to get it renewed.
Insurers can and will deny coverage if you do not have a license or if you are operating under the influence or if you’re driving illegally in any way. Unfortunately, at the time of writing this article, an international license will not work.
International providers will have a variety of rules and you’ll want to check directly with your broker regarding what’s required. You’ll either need no license, an international license or a license from your residing country.

9. Sports
This will vary by provider, international providers tend to cover your for all treatments sustained while participating in sports.
A few key Vietnamese providers will exclude coverage from organized contact sports such as Football or Rugby, even if it’s just for fun.
All professional sports are excluded from coverage with either.

10. Premiums
Price will often be someone’s most important factor which influences their decision to buy a plan. We’d strongly advise taking a look at the bigger picture when deciding who’s the best option for your expat medical insurance in Vietnam.
On average Vietnamese providers will be lower premium for a variety of the aforementioned reasons in this article. While it’s not always true, International providers tend to have higher premiums.

This may not be an issue if your premium is $300/year, but if your premium is $3,000, then that may be a different story. Only a select couple of providers will offer more frequent payment options.
International providers offer more payment options, allowing you to break up the expenses throughout the year. Be aware you may need to use a credit card or you could have transfer issues if you’re paying offshore from a Vietnamese bank.
⃣7️ VAT Invoice
If you need a VAT invoice for any reason, then you’ll need to take a Vietnamese provider. If you’re sure you want an International plan but your employer requires you to submit a VAT invoice, speak with your HR department or Management to see if you can troubleshoot this issue.
⃣8️ Motorbikes
Vietnamese providers require you to have a valid Vietnamese driver’s license for your bike in the event of an accident, even if it’s not your fault. If you’re license is expired, you’ll need to get it renewed.
Insurers can and will deny coverage if you do not have a license or if you are operating under the influence or if you’re driving illegally in any way. Unfortunately, at the time of writing this article, an international license will not work.
International providers will have a variety of rules and you’ll want to check directly with your broker regarding what’s required. You’ll either need no license, an international license or a license from your residing country.

This will vary by provider, international providers tend to cover your for all treatments sustained while participating in sports.
A few key Vietnamese providers will exclude coverage from organized contact sports such as Football or Rugby, even if it’s just for fun.
All professional sports are excluded from coverage with either.
