We have finally come to the brink of widespread municipal collapse. National Treasury’s decision to withhold the July equitable share transfer from 69 municipalities follows Auditor-General (AG) reports going back more than 10 years, where irregular expenditure (a strong indicator of corruption) increased year after year, with no effective measures taken to stop the rot.

On Friday, Finance Minister Enoch Godongwana stated that since 2021/22, the affected municipalities have racked up R145.21 billion in cumulative irregular expenditure, R40.14 billion of it in 2024/25 alone, together with R118.13 billion in unauthorised expenditure and R24.12 billion in fruitless and wasteful spending.

We are in the process of preparing the first provisional tax returns for the 2027 tax year, due for submission to SARS by 29 August 2026.

INDIVIDUALS
We would appreciate it if you could furnish us with either a copy of your latest payslip OR the total of your PAYE (Employees tax) paid for the period 1 March 2026 to date (if possible, June 2026). Please state the amount of PAYE that was deducted from your salary and the date until which it was calculated.

If you have other streams of income (eg rental income, sole proprietorship, contracting income, crypto, capital gains, etc.) please supply income and expense figures from March 2026 to date.

COMPANY, CC AND TRUSTS
Please furnish us with a Trial Balance for the period 1 March 2026 to date.

We would appreciate your reply by latest 1 August 2026 to allow us sufficient time to prepare the return and advise you of the necessary payment ahead of the 29 August 2026 deadline.

Tax on investments: What investors need to know in 2026

The way your investments are taxed can be just as important as how they perform.
Interest-bearing investments, including bank deposits, money market funds, fixed deposits, South African Retail Savings Bonds and certain bond-based investments, generate interest income which is taxable in the hands of the investor.

For the 2026/27 tax year, South African taxpayers still enjoy an annual local interest exemption of R23 800 if they are under age 65, and R34 500 if they are 65 or older.

Any local interest earned above these thresholds is taxed at the investor’s marginal tax rate, which for individuals ranges from 18% to a maximum of 45%.

The South African Revenue Service (Sars) appears to be taking an increasingly sophisticated and technically rigorous approach to applications from taxpayers who rely on double tax agreements (DTAs) to cease South African tax residency, before approving a change in tax residency status to that of a non-resident.

The practical implication is that for many South Africans living and working abroad, obtaining confirmation of non-resident tax status from Sars – often viewed as the final step in their tax emigration journey – may now require more technical accuracy and comprehensive supporting evidence.

The first warning sign: June 2025

A significant but largely unnoticed development occurred in June 2025, when Sars began reflecting the qualifying basis on which a taxpayer ceased South African tax residency in its Notices of Non-Resident Tax Status.
