The South African government has proposed an increase in the Value-Added Tax (VAT) rate as part of its broader fiscal policy measures to address revenue shortfalls and stabilise public finances.

Current Context

South Africa's VAT rate is currently set at 15%. The proposed increase would raise this rate, to 15.5% in 2026 Fiscal year and 16% in 2027 Fiscal year, aiming to generate additional revenue to fund public services and reduce the budget deficit. This proposal comes amid challenging economic conditions, including sluggish growth, high unemployment, and rising public debt.

Economic Implications

1. An increase in the VAT rate is expected to boost government revenue significantly. VAT is a broad-based tax, and even a marginal increase can yield substantial additional income.

2. Inflationary Pressure: A higher VAT rate is likely to lead to increased prices for goods and services, contributing to inflationary pressures. This could erode purchasing power and reduce consumer spending, potentially slowing economic growth

3. Regressive Effect: VAT is generally considered a regressive tax, as it takes a larger percentage of income from low-income households compared to high-income households. An increase in the VAT rate could exacerbate inequality and place a heavier burden on the poor.
