PART 4: STATE MINING DIVISION (SMD)

Section 4:

Resource Assessment and Site Selection (Pages 9-10)

Identify and prioritize mines for reclamation.

Step 1: Inventory (Year 1, Months 1-6):
Conduct national audit using Geological Survey of South Africa: Map reserves, assess environmental impact.

Target: Abandoned mines (e.g., 6,000 derelict sites) and non-compliant operations (e.g., those violating BEE requirements).

Step 2: Phased Reclamation (Years 1-3):

Year 1: Reclaim 10-20 small-scale sites (gold, coal).
Year 2: Mid-sized (platinum, iron ore).

Year 3: Major assets if legally viable.

Sustainability: Enforce EIA (Environmental Impact Assessments) with zero-tolerance for pollution.

Best Practices: Botswana's model: State partners with De Beers, ensuring 50% ownership while maintaining expertise.

Let our land benefit us.

PART 3 STATE MINING DIVISION (SMD)

Section 3: Organizational Structure and Governance (Pages 6-8)
SMD must be efficient, accountable, and insulated from political interference.

Step 1: Establish SMD Entity (Year 1, Months 1-3):

Register as a Schedule 2 SOE (like Transnet) with a board appointed by the President: 50% experts (geologists, economists), 30% worker reps, 20% community leaders.
HQ in Johannesburg; regional offices in mining hubs (e.g., Rustenburg for platinum, Kimberley for diamonds).

Step 2: Hiring and Training (Year 1, Months 4-12; Ongoing):
Recruit 5,000-10,000 employees via Public Service Commission: Prioritize locals from mining communities for jobs in extraction, logistics, and admin.

Training programs with universities (e.g., Wits Mining School) on sustainable practices. Budget: R5 billion from National Treasury reallocation.

Step 3: Accountability Mechanisms:
Quarterly audits by Auditor-General and independent firms. Use blockchain for tracking mineral flows to prevent smuggling.
Public dashboards for transparency (e.g., via Gov.za portal).
Timeline Milestone: By end of Year 1, SMD operational with pilot sites.

PART 2 STATE MINING DIVISION (SMD)

Rationale for 3-Year Implementation: South Africa's mining contributes ~8% to GDP but benefits few. Rapid rollout leverages current political momentum (e.g., post-2024 elections) and global commodity prices. Delays risk economic volatility.

Section 2: Legal and Regulatory Framework

Implementation begins with legal groundwork to ensure constitutionality and investor confidence.
Step 1: Amend Existing Laws (Year 1, Months 1-6):

Revise the MPRDA to empower the state to "reclaim" underperforming or environmentally harmful private concessions. Introduce clauses for mandatory state equity (e.g., 51% in new licenses).

Draft SMD Act via Parliament: Define SMD as an SOE under the Department of Mineral Resources and Energy (DMRE).

Include anti-corruption provisions aligned with the Prevention and Combating of Corrupt Activities Act.
Secure Constitutional Court buy-in: Frame reclamation as advancing Section 24 (environmental rights) and Section 25 (property rights with just compensation).

PART 1: STATE MINING DIVISION (SMD)

The implementation assumes a South African context, drawing on the country's Constitution, Mineral and Petroleum Resources Development Act (MPRDA), and international best practices.

(e.g., Botswana's Debswana model for state-diamond partnerships and Norway's sovereign wealth fund for resource management). The 3-year timeline is aggressive but feasible with strong political will, phased rollout, and stakeholder engagement.

Key principles:

Transparency, sustainability, and equity to avoid past pitfalls like corruption in state-owned enterprises (SOEs) such as Eskom.

Section 1: Introduction and Policy Overview

The SMD policy addresses South Africa's mining sector challenges: Over-reliance on private firms (e.g., Anglo American, Glencore), environmental degradation, job losses from mechanization, and unequal wealth distribution.

By establishing a state-led division, the policy shifts from profit-driven extraction to public benefit-oriented operations.

Core Elements Recap:

Reclamation: Nationalize select mines or revoke licenses for non-compliance, compensating fairly to avoid litigation.

Management: State employees hired via civil service exams; independent audits by Auditor-General.

No Direct Sales: Barter minerals for essential goods (e.g., vehicles for police, computers for schools).

Purpose: Fund education, healthcare, and infrastructure without increasing debt.
Sponsored Projects: Exchange minerals for foreign/NGO-funded initiatives like renewable energy.

Mint Allocation: Channel precious metals (gold, platinum) to the South African Mint for currency stabilization.

Overall Goal: Equitable development, reducing import dependency and fostering self-reliance

ON A DEAD TERRORIST REPATRIATION FROM ISRAEL.

Ramaphosa has crossed the line by visiting the home of a baby killer and a known terrorists assassin. Who have evily heartedly affiliated to commit genocide to the innocent people of Palestine.

Our country must lead by example by arresting all Israeli affiliates, as it is evidence in Orania that their influence even in South Africa is evil in nature.

Our government has no right to host baby killers inside our country. Israel citizens pose a threat to our democracy, even their ties with the Apartheid government, including intelligence to kill black people then. Showed their heart had no regard for South African lives ,especially blacks.

Even the Israeli embassy operating in South Africa poses a risk to our democracy. Their mentality and Zionisim are illegal in South African laws and also their actions

We at Waap we are still evaluating the damage done by Ramaphosa , by supporting terrorism using our state resources.
